June 08, 2015. The Electronic Office Systems company announced implementation of EDMS "DELO" in the Ministry of Finance of Altai Republic.
Project Progress
In public authorities of Altai Republic an electronic document management system "CASE" is used since 2000. System implementation was originally carried out in Government Office of Altai Republic and in the secretariats of the Ministries of Finance and Economy. In the current year the Ministry of Finance of Altai Republic made the decision on expansion of use of EDMS "DELO" for the purpose of providing access to documentary base to all divisions of department.
Delivery of the software and implementation of EDMS in public authorities of Altai Republic are performed by KS-Consulting company, the partner of EOS Group in Western and Eastern Siberia. Along with Government Office of Altai Republic, the Ministry of Finance of the Republic is some of the first clients who implemented EDMS "DELO" in this region.
After the beginning of operation in Government Office of EDMS it was replicated on the main ministries and departments of the Republic. Executive authorities of Altai Republic are also used by a number of additional subsystems and options - "DELO-WEB", Line Scanning, Monitoring of Documents.
In 2002 automation of office-work and document flow in the State Meeting Al Kurultay of Altai Republic was begun. Within implementation of the EDMS "DELO" republican target program "Electronic Altai" it was implemented in all 10 administrations of municipal rural areas of the Republic and in municipality Gorno-Altaysk.
In the Ministry of Finance of Altai Republic till current year "CASE" was used mainly as an accounting and registration system. The need for workflow automation not only for the secretariat, but also for all divisions was led to the decision on need of purchase of additional jobs. Installation of the CASE system in departments of the Ministry of Finance was intended to solve a number of problems which existed in document flow:
- exclude cases of loss of documents in the course of their execution;
- automate control of execution of documents at the level of divisions;
- give to divisions an opportunity to see control documents and terms of their execution without the appeal to office;
- provide a possibility of introduction of information and reports on course of execution of documents directly in divisions;
- provide to divisions access to base of the registered documents with a search capability.
Result
In the Ministry of Finance of Altai Republic the initial stage of workflow automation in divisions is successfully implemented. All departments got access to uniform base of documents and an opportunity to trace control terms. Undoubted positive result is the exception of cases of loss of documents and improvement of performing discipline.
Development of a system and expansion of use of electronic documents are perspective problems which will be solved within implementation of general strategy on transfer of public authorities on modern methods of the organization of document flow.
