2024: Reconstruction of the clinic of experimental animals for 574 million rubles

On February 29, 2024, the Technical Customer Service of the Federal Medical and Biological Agency (FMBA) announced a competition for the reconstruction of a clinic for keeping laboratory animals at the Research Institute of Hygiene, Occupational Pathology and Human Ecology. The initial contract price is 574.18 million rubles.

The design provides for the preparation of working documentation and the implementation of construction and installation works for the reconstruction of the facility. A building with a total area of ​ ​ 2502 square meters will be attached to building No. 94 of the Research Institute. At the same time, the clinic is planned to be divided into "dirty" and "clean" zones. The first will include premises for euthanasia, autopsy and preparation of histological drugs. In turn, the "clean" zone provides for the presence of reception, quarantine and adaptation rooms for newly arrived animals, containment rooms and special storage sections for biomaterials and comparison samples. In addition, a diagnostic office will be located in this zone. The Contractor also needs to erect insulators and premises for sanitary and hygienic needs.

Funds for the work are allocated from the federal budget, and the competition itself is held according to a state defense order. The facility's capacity will be 3,128 test systems for small laboratory animals, including 2,000 for rats, 1,080 for mice and 48 for rabbits.

The contract price includes the cost of all works to be performed and all direct and indirect costs (costs) required to achieve the result in accordance with the terms of reference. The Contractor shall arrange remote video surveillance of the construction of the facilities. In this case, both video streams arriving in real time and previously stored materials should be viewed.^[1]
