2024: System malfunction that could lead to confusion in the allocation of pensions

On March 18, 2024, it became known that a serious failure occurred in the IT system of the Russian Ministry of Labor, due to which employees of companies risk facing confusion when retiring early. Due to problems, the Unified All-Russian Reference and Information System for Labor Protection (EISOT) incorrectly displays some of the data on the results of special labor assessment and labor protection training that employers load into it.

According to the Kommersant newspaper, referring to information received from employers, the data of the special assessment of workplaces partially disappeared from the EISOT. In addition, some records are displayed incorrectly. Meanwhile, such information is necessary for the Social Fund to calculate early pensions. About 8 million people can apply for them in Russia - men at 50, and women at 45.

A serious failure occurred in the IT system of the Ministry of Labor of Russia

It is known that some employers faced problems when using the EISOT in the spring of 2023, and by the end of this year the problems had expanded. Thus, the data of the special assessment of working conditions for 2019-2022 are partially missing or displayed incorrectly. There was confusion with the professions of employees and hazard classes. For example, some of the jobs of office employees are assigned a third class of working conditions (harm), while many workers in industry, on the contrary, received a second class, which is "clearly underestimated." The situation is aggravated by the fact that employers often cannot make corrections to these, since only accredited companies must do this.

The Ministry of Labor says that the Social Fund has alternative data sources, in particular, a personalized accounting system. However, the Social Fund itself and trade unions say that the priority is information from the EISOT.

In our practice, there have been cases where an employee in the past applied for an early pension, confident in its right to it, having previously requested data on itself from the personified accounting system from the Social Fund, however, the fund, when they diverged from the data from the EICOT, gave priority to the latter, and we had to go to court, - said the head of the legal service of the Federal Trade Union of Air Traffic Controllers Oleg Babich.[1]
