State Budgetary Institution Volgo-Balt is territorial authority of public administration by river transport in the system of the Ministry of Transport of the Russian Federation and incorporates nine divisions which maintain operability of the Volga-Baltic waterway: Svirsky, Vytegra, Sheksna districts of hydroconstructions and navigation, Nevsky and Ladoga, Cherepovets, Novgorod and Guards districts of waterways and navigation and also Basin communication hub.

The main objectives of State Budgetary Institution Volgo-Balt are operation and development of waterways and hydraulic engineering constructions; state regulation of activities of river transport for the questions referred to competence of state bodies; security of navigation, environmental and fire safety; dispatching regulation of ship traffic and pilotage by the state pilots.

State Budgetary Institution Volgo-Balt performs the activity in the territory of seven territorial subjects of the Russian Federation: Leningrad, Novgorod, Vologda, Pskov and Kaliningrad regions, city of St. Petersburg and partially Republic of Karelia.

Volga-Baltic Waterway - one of the major water trunks entering a single deep water system of internal waterways of the European part of Russia. It is the difficult complex of engineering objects including 4900 kilometers of the operated waterways, including 3270 kilometers with the guaranteed dimensions, 11 gateways with a pressure from 11 to 18 meters, three hydroelectric power stations, 25 earth dams and dams, 12 ferries, 9 bridge crossings, 8 beacons in Lake Ladoga, more than 5000 navigational marks, 273 units of the servicing fleet.
