2024: A digital register of mentors for neglected children is being created in Russia
On March 19, 2024, a bill was submitted to the State Duma of the Russian Federation on the creation of a digital register of mentors for stray children. The document is aimed at ensuring preventive work with minors prone to deviant behavior.
It is noted that the main problem of juvenile delinquency is the commission of repeated illegal acts and the involvement of such persons in constant criminal activity. According to statistics, in 2022, 14,214 minors were convicted, of which 2428 were previously convicted, and 321 were previously released from criminal liability.
The new bill introduces amendments to the laws "On charitable activities and volunteering (volunteering)," "On the basics of the system for the prevention of neglect and juvenile delinquency" and "On control over the activities of persons under foreign influence." The innovation makes it possible to legislate and scale the practice of mentoring, as well as to connect mentors and volunteers to the prevention of illegal behavior of adolescents.
The document gives the Ministry of Education the authority to approve the rules for the adoption by commissions on juvenile affairs and the protection of their rights of decisions on the appointment of a mentor, on the replacement of a mentor, on the cancellation of the decision on the appointment of a mentor, on the procedure for interaction of mentors with minors, his parents or other legal representatives. In addition, it is proposed to establish as one of the new measures participation in the events of the volunteer movement, a charitable organization and the Russian movement of schoolchildren.
The register of mentors will be formed on the basis of the unified information system "Добро.РФ" created by the law and the GIS "Prevention." As the Vedomosti newspaper notes, potential mentors will be able to leave an application for inclusion in the register, and the juvenile affairs commission will send them to the wards through the Prevention GIS[1]
