2024: Detention in the case of the purchase of unnecessary drugs

In March 2024, the former Deputy Minister of Health of the region Elena Golenetskaya was detained. She is accused of committing crimes under paragraph "c" of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office with causing grave consequences) and part 1.1 of Art. 293 of the Criminal Code of the Russian Federation (negligence).

According to the press service of the Investigative Committee for the Irkutsk Region, in October 2019, employees of the regional Ministry of Health purchased more than 450 thousand packages of the drug on the basis of state contracts worth more than 35 million rubles. The volume of the batch turned out to be almost three times higher than the demand established for the Irkutsk region. Some of the unused drugs were destroyed because they had expired. Thus, the actions caused damage to the regional budget in the amount of more than 25 million rubles.

As the Telegram channel Barb Mash clarifies, Elena Golenetskaya ordered without the need to purchase batches of the painkiller Tramadol.

According to Kommersant, citing a source close to the Ministry of Health of the Irkutsk Region, by the end of March 2024, Elena Golenetskaya has been retired since December 2020. In the ministry, she worked for 20 years in various positions, including as deputy minister. In the last two months before she retired, she was acting minister.[1]

He has certificates of a specialist in the specialties "Pediatrics," "Health Organization and Public Health," "Neonatology" and higher qualification categories in pediatrics and health organization.
