CASE-COMECON - the solution allows to integrate the organizations applying in the work different software to workflow automation into a single system of electronic interaction.
Subsystem "Server of Electronic Interaction" (SEI)
The subsystem "Server of Electronic Interaction" (SEI) is intended for automation of exchange of documents between the participating organizations of electronic document management and also for ensuring transparency of document handling in these organizations.
Appointment
Comecon it will be useful to the organizations which are going to perform exchange of electronic documents in large volumes (in a large number, with a large number of subscribers) and control of their passing and execution in subordinated, single-level or superior organizations.
Besides, the Comecon can be used for implementation of "one window" during the work with citizens.
Features
- Automatic (without participation of the person) obtaining the documents arriving on Comecon from other Comecon organizations users.
- Automatic check on frequency of the document which arrived on Comecon (with transfer of repeatedly arrived document for manual registration or with failure from its registration).
- Automatic registration in the EDMS (for example, "CASE") the document which arrived on Comecon (with transfer of the come document for manual registration in case of problems in the course of automatic registration).
- Automatic linking of the documents which arrived on Comecon with documents in the EDMS.
- The automated sending on Comecon of the electronic documents registered in the EDMS.
- Automatic formation and sending information on passing and execution (further this information will be called the report).
- Automatic obtaining reports from addressees of the documents directed on Comecon and their representation in a convenient form in the interface of the EDMS.
- Flexible configuration of rules of exchange of documents and reports.
Architecture Comecon
The following subsystems are a part of the server Comecon:
- The converter of electronic messages (documents and documents) of the unified format.
- Integration subsystem with exchange services (sending and accepting electronic messages).
- Integration subsystem with EDMS (extraction of the outgoing documents registered in EDMS, their preparation for sending and the organization of sending on Comecon; obtaining the documents which arrived on EDMS, their automatic registration, linking with other documents, formation and sending reports, etc.).
- Subsystem of storage of the identification information of the sent and arrived electronic messages.
- Subsystem of recording of events and errors.
- Subsystem of planning of start of subsystems Comecon.
Mechanism
Sending the outgoing document on Comecon
The EDMS server of the transmitting end receives a command to send the outgoing document and performs the following operations:
- The Comecon defines the e-mail address of the addressee of the sent participating document.
- Prepares the document for sending (creates the passport of the document – the file containing the details of the document received from EDMS).
- Sends the passport of the document and document files (for example, an electronic image) via the mail server.
- Obtaining the incoming document on Comecon
- The EDMS server of the host party performs the following operations:
- Takes away mail from the mail server.
- Analyzes the passport of the arrived document.
- Automatically (without participation of the user) registers the document in EDMS.
- Creates and sends to the correspondent the report on the processed document.
Work with reports
Events on passing and performance of a document to EDMS of the addressee of the document on which the report can be created:
- Acceptance of the document.
- Registration of the document.
- Transfer of the document.
- Creation of order according to the document.
- Editing order according to the document.
- Removal of order according to the document.
- Sending document.
- Sending answer.

Sending the document with the resolution
The Comecon of the addressee automatically creates the report (the file of the XML format containing information on an event with the document) and sends it to the correspondent.
The Comecon of the correspondent automatically receives the report and saves it in EDMS of the correspondent in a form, convenient for users. At the same time the XML-copy of the report remains on the server Comecon of the correspondent.
The correspondent, sending the document, can order reports – to specify events about which he would like to receive reports (for example to whom the document was sent to the organizations addressees or what resolutions on its basis were created).
The addressee when obtaining the document can refuse to direct the report on certain events on the received document (even at their order the correspondent).
Parameters of the order of reports/failure from the direction of reports:
- announce acceptance of the document
- announce registration of the document
- announce transfer of the document
- announce instructions according to the document
- announce sending the document
- announce sending the answer
2015: The Comecon is updated
On October 22, 2015 the Electronic Office Systems company announced completion of functionality of a subsystem Comecon (the Server of Electronic Interaction) within release of version 15.3 of a system of electronic turnover "CASE".
Interaction of EDMS on a basis Comecon (2014)
In the version Comecon there was a transaction allowing to synchronize details of the officials registered in EDMS of the Comecon participating organizations that allows to optimize work with reference books. The possibility of transfer on Comecon of files of instructions and report files of contractors of orders of RK and also redispatching of changes in details RK without repeated registration is implemented. In a subsystem the possibility of setup of the encoded connection for channels of sending/acceptance of messages Comecon like "email" appeared.
