2024: Sentence - three years in prison in fraud case

In early May 2024, the Zamoskvoretsky Court of Moscow sentenced the former director of the Repair and Construction Department (DSU) of the Ministry of Health of the Russian Federation Mikhail Moskalev to three years in a general regime colony in a case of fraud in the sale of ministerial cars. He was taken into custody in the courtroom.

In addition, Vladimir Shchepikhin (sentenced to two and a half years of general regime) and Alexander Antipov (to two years in a general regime colony) were found guilty in this case. Nikita Sokolov and Andrei Antyukhov were found guilty and formally sentenced to a year and ten months in a general regime colony. Taking into account the time under house arrest and detention, the punishment was considered served.

According to TASS, citing materials from the investigation, Moskalev and other defendants illegally sold 220 foreign cars written off by the Ministry of Health of the Russian Federation, causing damage of 38 million rubles. Car dealers and department officials participated in the scheme.

DCS is engaged in repair and subsequent sale of decommissioned vehicles. The money from the sale must be transferred to the budget. According to Izvestia, the fraudulent scheme was used by convicts in the period from 2018 to 2020. During this period of time, about 220 Ford Mondeo cars were transferred to DSU. The attackers sold them, and kept the funds for themselves, according to the publication of the publication.

The lawyers of the convicts consider the amount stated in the case to be unreasonable. According to them, according to the documents of the Federal Property Management Agency, the book value of cars was zero. As lawyers later noted, only 10% of the decommissioned cars of the Ministry of Health were subject to restoration, and in relation to the rest of the vehicles, only disposal was possible. The court refused to consider the claim of the Federal Property Management Agency for 38 million rubles, transferring it to civil workflow.^[1]
