Automated system of calculation of the single and enlarged account rates in JSC "Russian Railways"

Specialists of Aplana company completed an implementation project of an automated system of calculation of account rates (AS of RRS) in JSC "Russian Railways" based on technologies of SAS. A system provided heads and specialists of JSC "Russian Railways" with up-to-date and reliable information about the level of operating costs for accomplishment of a number of internal economic tasks. Among them - assessment of cost efficiency of specific actions, assessment of the flowing and expected results of work and also the solution of the financial tasks connected with formation of tariff policy, contractual customer relations and jurisdictional disputes.

The RRS AS system became a part of an analytical superstructure of the corporate information data warehouse (KIH) of JSC "Russian Railways". This storage is constructed on the basis of the software of SAS company with which JSC "Russian Railways" successfully cooperates more than 10 years. Now all management reporting of railway holding is implemented based on KIH.

Specialists of Aplana company were faced by a problem of expansion of corporate information storage data on financial and economic activity of JSC "Russian Railways" and also creation of the module of "calculation of account rates" on the basis of financial data and production indicators of holding.

Project implementation was carried out in several steps. Within the first stage of the project specialists of Aplana company carried out work on integration with SAP regarding obtaining the financial data necessary for calculation of account rates.

At the second stage approval of a method of calculation of the single and enlarged account rates, the economy developed by the staff of complex department and finance of the All-Russian Research Institute of railway transport, and formation of requirements to creation of a system of calculation of account rates was executed.

The final stage included implementation of requirements to the system of calculation of account rates, namely: creation of data structures of SAS for storage of values of account rates, implementation of algorithms of calculation using SAS Data Integration Studio, preparation of the required reporting and their publication on a corporate portal.

As a result of system implementation became possible to estimate:

• cost efficiency of the organizational, technical and technology events held in JSC "Russian Railways" network or in its separate branches;
• the economic results of work connected with transportation activity of JSC "Russian Railways" for the reporting period;
• the expected economic results from the planned intra annual actions directed to reduction of operating costs of JSC "Russian Railways".

The done project works on automation of a system of calculation of the single and enlarged account rates allowed to solve one of the most relevant tasks of JSC "Russian Railways" connected with determination of efficiency of operational work and cost optimization at the different levels of management.
