Education

Valery Pikalev graduated from St. Petersburg University of the Ministry of Internal Affairs of Russia in 2002.

Career

1986-2018

From 1986 to 2018, he served in the Armed Forces, worked in various positions in the system of executive authorities. For about four years he headed the Office "B" of the security service of the President of the Russian Federation FSO of Russia, which was responsible for protecting the Valdai residence of Vladimir Putin.

2018-2022

From June to September 2018 - Deputy Prime Minister of the Novgorod Region. He oversaw the construction and housing and communal services.

From 2018 to December 2019 - Deputy Chairman of the Government of the Leningrad Region for Security.

On November 27, 2019, the Legislative Assembly of St. Petersburg approved Pikalev's candidacy for the post of vice-governor of the city. He joined the government, became the head of the governor's administration, and also began to oversee the committee on informatization and communications and the committee on law, order and security.

In 2018, he became a full state adviser to the Russian Federation of the III class.

In 2022 he was awarded the Order of Alexander Nevsky.

2024: Appointment as Head of the Federal Customs Service of Russia

In mid-May 2024, Prime Minister Mikhail Mishustin approved 55-year-old Valery Pikalev as the new head of the Federal Customs Service (FCS) of Russia. He replaced Vladimir Bulavin, who headed the department until February 2023 and was released from his post after reaching the age limit of 70 years. Later he was appointed senator from the Ivanovo region, he became the head of the defense and security committee. And Ruslan Davydov became the acting head of the FCS.

Before heading the FCS of Russia Valery Pikalev, he worked as vice-governor of St. Petersburg. On May 14, 2024, he denied plans to leave the government of St. Petersburg and assured that he continues to work in his position.^[1]
