Houses in Chelyabinsk equip with free "smart" counters

Within three years (2010-2013) practically all houses of Chelyabinsk will be equipped with "smart" counters which will count consumption, will transfer indications to the server, will check quality of the electric power, will be able to select the necessary rate and at the same time will not allow theft of resources, the inform reports "The Urals press" with reference to the deputy CEO of "Chelyabenergosbyt" Sergey Sukhodoyev.

For today such counters are already installed to 5 thousand apartments (48 houses) of Metallurgichesky district of Chelyabinsk. Until the end of the year they will equip about 20 thousand apartments. It is interesting that installation and installation of a system are made at the expense of means of "Chelyabenergosbyt", and the cost of the equipment is rather high. The single-phase counter costs 10 thousand rubles, two-phase – to 20 thousand rubles without the expense accounting on communication channels.

"At the first stage we is going to equip with such metering devices all houses of Chelyabinsk, to fulfill all nuances, to eliminate defects, - Sergey Sukhodoyev explained. – Then we are going to distribute the project in area if the population understands all benefit from installation of such counters and systems". According to him, installation of "smart" counters for the population will be free. The homeowners who wished to equip the houses with such metering devices should make the relevant decision at a general meeting and through management companies to address in "Chelyabenergosbyt".

As the chief of technical control of "Chelyabenergosbyt" Alexander Melnik explained, the counter allows to use a two-tariff accounting system - in day and night time of day. Thus, there is an opportunity to pay for use of electricity at night on more profitable rate. Besides, counters of new generation have a number of additional functions: display of the current power consumption on the display, "memory" of results of last settlement period or attempt of opening of indicators. 4 rates which borders will be configured remotely can be in the future used. In the long term via "smart" counters it will be possible to connect fire and security signallings.

For the power company the "smart" counter gives an opportunity of remote shutdown of non-payers. Service life of such equipment rather big, intertesting interval makes 16 years.

Let's remind that the system of accounting of the electric power consists of several levels. The counter allows to monitor consumption in each apartment, on each rate and for any period. Besides, the counter transfers information on consumption on the same wires on which the electric power is transferred. Meter readings go to the hub where they gather for further transfer for the Chelyabenergosbyta servers and postprocessing. On the basis of data retrieveds at the end of the month payments are charged.

The event log allows to monitor all external impacts on the counter: attempts of opening, theft of the electric power, voltage level. The power company can look at any time at information on resource consumption in any locality, any house and at any tenant. Special programs allow to control all processes precisely.


Chelyabenergosbyt implemented in 2016 automatic system of control and electricity metering (ASCAPC) in 1 thousand apartment houses of Chelyabinsk, Ozyorsk, Miass or more than 130 thousand to consumers.

In the village of Varna of Chelyabinsk region with the population of 10 thousand people of power in 2013 free of charge installed more than 5 thousand smart metering devices with the PLC modem. Information comes to a data processing center of Chelyabenergosbyt instantly on each of consumers. About attempts of opening, damage, frauds with the counter to the consumer light supply temporarily stops.

After replacement of metering devices the quantity of overloads in power supply networks and accidents because of attempts of illegal accession to networks on transformer substations sharply decreased. Only for the first month of operation of the ASCAPC load of power supply networks and transformer substations decreased five times.
