JSC Moscow Heat Distribution Company for the purpose of increase in energy efficiency and cost optimization on operation and service of thermal networks of Moscow made the decision to equip the vehicle fleet (passenger cars, buses, lorries, the construction and special equipment) with the system of satellite monitoring and control of motor transport. After carrying out a pilot project in March-May, 2010 key requirements to a system and to the partner who will enable project implementation were defined. Within the carried-out competitive procedures a choice was made from three leading companies in this market.
Based on tender during the period from November 1 to December 15 within the reached agreement more than 350 units of motor transport of the enterprise will be equipped with sets of monitoring of ARKAN SuperVising based on satellite GLONASS/GPS technologies.
The GLONASS/GPS system of monitoring allows to define location, traverse speed and a status of vehicles (up to indications of separate sensors) by means of the satellite systems of navigation and to transfer the acquired information on networks of cellular, specialized and satellite communication. The round-the-clock remote monitoring and control of vehicles gives the chance to organize effective interaction of technical, logistic and managerial services of the enterprise.
Together with the basic list of opportunities the monitoring system of ARKAN SuperVising provides control of work of drivers and managers, gives the chance to optimize document flow at the expense of an intellectual algorithm of data collection and processing with function of formation and archiving of reporting documentation. This flexible, easily scalable solution with a possibility of expansion of functionality: the basic set can be strengthened the "disturbing" button, and the operative and uninterrupted communication of all units of vehicle fleet with the dispatching center will be provided by a professional radio communication of TETRA.
The satellite equipment already equips 200 units of special transport of JSC Moscow Heat Distribution Company. Implementation of satellite monitoring in short terms – until the end of 2010 - will provide more effective solution of technology and operational tasks of JSC Moscow Heat Distribution Company at operation of power facilities in Moscow, will increase efficiency of response to the arising emergency situations, will give notable economic effect due to cost reduction on fuel and operating costs.
