Creation of a system of identification, collecting, generalization and distribution of positive experience in agriculture (within implementation of the State program of development of agriculture of 2008-2012)

The Ministry of Agriculture of the Russian Federation implements the project on creation of a System of distribution of positive experience developed within implementation of the State program of development of agriculture in 2008 - 2012. The System purpose - increase in efficiency of farming and competitiveness of the Russian agricultural producers.

The Project PRAKTIKA group was involved in development of the system of the distribution of positive experience (DPE) in September, 2008.

Are composition of RPO:

• Packet of the regulating and methodical documentation, the description of instruments of identification, collecting, generalization and distribution of positive experience,
• Uniform base of front lines the practician (with the Internet portal www.agropraktika.ru) – the knowledge base in which the advanced practicians collect and estimated.

A system will organize interaction of developers and carriers of technologies (the scientific research institutes conducting farms) with potential consumers of technologies (agricultural producers). The formalized process of examination gives the chance to reveal the best and most effective solutions. The described and regulated processes allow to plan and monitor distribution of the best practices from the Ministry of Agriculture of the Russian Federation and governing bodies of HSC at the regional level, to estimate activity and efficiency of the different organizations.

System development caused big interest in it from participants of HSC: unions and associations, agricultural producers, centers of agricultural consultation, representatives of research institutes and governing bodies.

At the first stage of the project completed by December, 2008, consultants of Project PRAKTIKA group perform the following works:

• The System concept of RPO is developed.
• Processes of collecting and distribution of positive experience are methodically described.
• The main participants of the RPO System are defined, key meetings are held.
• Possible roles of subjects of agricultural activity in the RPO system are defined.
• RPO System tools - the main forms of involvement of participants to collecting and distribution of positive experience, work methods in the RPO System are methodically defined and described.
• The project of an organization structure of system management of RPO at the level of departments and departments of the Ministry of Agriculture is developed and submitted.

At the second stage of works it was made:

• Refining of roles and functions of participants of the RPO System;
• Detailing of processes of a system of distribution of positive experience;
• Working off and refining of instruments of identification, collecting and distribution of positive experience, including within the exhibitions and conferences;
• Creation and filling of the project of Uniform base the practician using different tools of a System.
