2024: Using ChatGPT to save money

In mid-June 2024, the Brazilian Government announced that the judiciary would use OpenAI services, including ChatGPT, to speed up the review and analysis of thousands of lawsuits in order to avoid costly legal costs that place a heavy burden on the federal budget. The AI system will identify lawsuits that require immediate intervention, as well as analyze trends and potential impact zones, sending the results to the attorney general.

In March 2024, the Brazilian Ministry of Planning allocated 25 million reais in additional loans for the office of the Attorney General to implement a number of initiatives and strategic projects in the field of information technology, which, apparently, include the use of ChatGPT. It is not known exactly how much the services of the Microsoft Azure cloud computing platform will cost Brazil, but the share of Brazil's legal expenses in the federal budget is growing rapidly, and in 2025 70.7 billion reais will be allocated to make unapproved court decisions, compared with 37.3 billion reais in 2015. These figures do not include low-value claims, which traditionally cost the country about 30 billion reais a year, so that the total amount of spending is over 100 billion reais and is equivalent to 1% of Brazil's GDP and 15% more than the amount that the government plans to spend on unemployment insurance and wage allowances for low-wage workers.

The attorney general's office did not name the reasons for the rise in legal fees in Brazil. Its representatives also said that the AI project will not replace the work of the judiciary, but only "will help achieve higher efficiency and accuracy, since all activities will be completely controlled by people."^[1]
