2024: Presentation of the "Manage (NPA)" solution

PravoTech presented a comprehensive platform solution "Manage (NPA)" for operational control over changes in the regulatory field. The company announced this on June 20, 20024.

The annual number of laws adopted by the State Duma is growing: for example, 505 laws were adopted in 2021, 653 laws in 2022, and 694 laws in 2023, respectively. There is every reason to assume that the number of bills passed from year to year will only increase. The growth of legislative initiatives inevitably leads to an increase in regulatory risks for companies. The risk is especially high at the level of working with regional rule-making projects, where the annual number of issued regulatory legal acts is more than 65% of the total share of all bills, the company notes.

As of June 2024, the lack of a single database of NPA projects leads to the need to study dozens of resources manually in order to obtain a reliable integral picture of the rule-making process. Manual collection of information takes 4-6 working hours from specialists every day, but does not exclude the risks associated with missing important project events and current stages of consideration. The difficulty of consolidating a large array of data and monitoring it further pushes the GR industry to move to digital tools. Thus, in the course of the survey of potential customers, it was revealed that 95% of the surveyed GR specialists are already striving to automate the monitoring of regulatory activities.

The tool was developed jointly with representatives of legal departments of the largest Russian companies.

Integration with the main sources of legislative initiatives has already been set up in the Manage (NPA) system, including the Federal Portal for Posting Regulatory Legal Acts, the Legislative Support System, the Federal Executive Bodies (FNIVs), as well as the resource of the President of Russia kremlin.ru. In the near future, the developers will implement an increase in new sources: industry associations and regional sources of rule-making projects will be added.

The database of draft regulations in the system is updated automatically and notifies users of the acceptance of new documents or updates in any of the attributes. All necessary regulations are united according to the principle of one window. The system also has a filtering system - by initiator, stage of consideration, topic, branch of law and others. The solution also provides the ability to customize and create your own filter sets. It is possible to carry out an end-to-end search for keywords from the search bar - both in the text of the initiative and in the explanatory note, as well as in the attached documents. In addition, an important part of the tool is the ability to structure initiatives in different folders according to user criteria.

"Manage (NPA)" is implemented in the format of a Solution SaaS does not require implementation into the IT loop of customers, which actually minimizes the commissioning time and allows you to immediately start using the system.

In companies, the process of managing change tracking occurs in manual mode, when an employee manually checks each information resource or, at best, subscribes to newsletters. In times of a large number of changes, the emergence of a single window for tracking and managing changes in legislation is simply necessary for any legal department of any company to stay up to date and respond to changes in time, "said Yevgeny Gubarkov, head of the general legal department of the Europlan leasing company.

As of June 2024, the company is introducing a role model of work into the system, which will allow the distribution of roles between company employees. By the end of 2024, PravoTech plans to connect more than 60 companies to Manage (NPA).
