Kazakhstan banned the creation of GIS not on the QazTech platform

In December 2025, President of Kazakhstan Kassym-Jomart Tokayev signed a decree "On some issues of digitalization in the Republic of Kazakhstan," which introduces a ban on the creation of new informatization facilities for state bodies and the quasi-public sector outside the information and communication platform of electronic government QazTech. The moratorium will begin on January 1, 2026.

If it is impossible to develop new objects of informatization on the QazTech platform, the government was instructed to ensure the submission of each specific case to the Presidential Commission on the introduction of digitalization in the Republic of Kazakhstan. The document is aimed at centralizing the development of state information systems.

The creation of GIS in Kazakhstan was allowed only on the QazTech platform

In September 2025, the head of state at a meeting on the development of artificial intelligence announced the need to develop a plan for the development of AI and the digital transformation of the country. He instructed to transfer Kazakh civil servants to the national messenger system. Kassym-Jomart Tokayev noted that Kazakhstan has developed a domestic messenger Aitu, which is capable of providing the necessary level of security.

The President instructed the government to work out the issue of transferring all communications containing personal data to a secure national messenger. In the same month, a working group on digital transformation was created in the government to coordinate the actions of various departments.

Prime Minister Olzhas Bektenov at a meeting on the implementation of the instructions of the head of state on development artificial intelligence stated the need to resolve the issues of disparate data, the lack of clear regulations on the distribution of capacities, and the supercomputer cyber security complete transition to the QazTech platform.[1]

Creating a state platform based on Open Source technologies

Kazakhstan has created a national state platform "Kaztech" based on Open Source technologies to modernize the electronic government system. The project is aimed at introducing platform solutions and a microservice approach when automating the state functions of the republic. This was announced by the Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev at the end of June 2025.

Work on the formation of a new e-government architecture started in 2023 with the creation of the platform of Kazakhstan's GosTech. The Minister emphasized the relevance of the use of platform solutions in the context of a large-scale digital transformation in the world. By the end of June 2025, the system was named QazTech.

Kazakhstan creates national state platform "Kaztech" on Open Source technologies

In 2024, the authorities of Kazakhstan made the necessary changes to the current legislation, including the concept of "platform software product." Legislative innovations have created a legal framework for the functioning of a new digital public administration infrastructure.

For the two-year period of the project implementation, the competencies of the central state and local executive bodies for the development and placement of software products on the platform were enshrined. The allocation of authority ensures the coordination of the efforts of different levels of government in the creation of digital solutions.

The functions of the state technical service were significantly expanded as part of the project. The service was entrusted with the role of a service integrator and operator of the information and communication infrastructure of electronic government. Its task is to ensure the safe functioning of the platform and the provision of public services through digital channels.[2]

2024: Passage of legislation to create QazTech

On June 27, 2024, the Senate of the Parliament of the Republic of Kazakhstan approved a law on state control and statistics, improving the system of population protection and data management. The document, among other things, provides for the creation of a single digital state platform QazTech.

It is planned to move to a platform model of digitalization. At the same time, functions in the fields of informatization, information security, personal data protection and communication will be transferred to the local executive bodies of the regions, cities of republican significance and the capital. They also have to be responsible for exercising state control in the field of electronic digital signature. It is assumed that this will allow building a multi-level system for protecting the rights of citizens, timely identify and suppress violations of laws in the field of personal data and cybersecurity, and ensure the right of consumers to the proper quality of communication services.

The creation of a single QazTech platform, in turn, will help reduce the timing of the implementation of digital initiatives of government agencies by reusing basic services and software components. To automate the activities of state bodies and provide public services, a simplified procedure for the development and implementation of software products is being introduced. The initiative will speed up the launch of new services and digital services for citizens and businesses.

The law also provides for the expansion of the functions of local executive bodies to create conditions for the development and attraction of investments in the IT industry. This should create additional incentives for the development of digitalization in the regions. In addition, there are norms for regulating the activities of data centers and the use of cloud computing. It is expected that when implementing the proposed measures, Kazakhstan will transform into a regional hub for the provision of cloud services.[3]
