2024: Receiving €14.2 million for digitalization

The Parliament of Kyrgyzstan (Jogorku Kenesh) approved a bill on the digitalization of the country's electricity supply, for the implementation of which 14.2 million euros were allocated. This was announced at the end of June 2024 at a meeting by the chairman of the committee on international affairs, defense, security and migration Ulan Primov.

The project is aimed at modernizing and increasing the transparency of the metrological metering fleet of OJSC National Electric Network of Kyrgyzstan (NESK). Of the total amount of financing, 9.2 million euros were provided as a loan, and the remaining 5 million euros - in the form of an investment grant. The loan term is 18 years with a three-year grace period and an interest rate of 1% per annum plus a six-month SOFR or Euribor rate.

Kyrgyzstan will invest 14.2 million euros in digitalization of power

As Primov noted, the funds will be used to replace 1.2 million consumer metering devices with modern devices with the function of an automated system for commercial metering of electric energy (ASCUE). This will reduce power losses and increase the reliability of power supply.

In addition, within the framework of the project, it is planned to reconstruct about 200 km of low-voltage distribution electric networks with the replacement of wires with self-supporting insulated wires (PIS). It will also help reduce electricity losses and improve the quality of services.

In the areas where the project will be implemented, a significant decrease in receivables is expected. A fully automated billing process will reduce errors and increase collection rates.

The new accounting system will allow NESK to serve more than 150 thousand subscribers. According to the newspaper, this will increase the efficiency of managing electric networks and provide more stable and reliable power supply.[1]
