• End-to-end system of the organization of process of the public (municipal) procurements and electronic trading "ATSK-Gosudarstvenny / Municipal order"

BFT became the only Developer company of a system of order placement invited in the Ministry of Economic Development of the Russian Federation for demonstration of opportunities of interaction of the Official Website of the Russian Federation (OWRF) with the regional and municipal systems of placement of purchases. Demonstration of integration was carried out based on the ATsK-Goszakaz system.

Let's remind that since January 1, 2011 became effective changes of the legislation of the Russian Federation regarding placement of the state and municipal order according to which all information on order placement of the subject of the Russian Federation or the municipal entity without fail should be published on an all-Russian official site. The websites of the subjects of the Russian Federation and municipal entities lose the status of official.

For carrying out approbation of functionality of integration of the Official website of the Russian Federation with the regional and municipal systems of order placement 8 pilot regions including Khabarovsk Krai in which it is implemented now and successfully functions the system of the order placement "ATsK-Goszakaz" were selected.

The module of integration developed by BFT allows to perform bilateral data exchange between the regional and municipal systems of order placement and the Official website of the Russian Federation. Use of the functionality offered by BFT Company within the ATsK-Goszakaz system ("ATsK-Munitsipalny the order"), provides a compliance with regulatory requirements of the Russian Federation regarding placement of the state and municipal order and saves functions, necessary for work of authorized bodies, on floor planning of the order, control and armoring of limits of money in interaction with the system of treasurer budget implementation, to submission of requests for tendering, approval of notifications and documentation for publication on the website, to formation of summary analytics on the basis of data according to the results of order placement.

Protection of the carried-out works took place in presence of the Deputy Minister of Economic Development of the Russian Federation Likhachyov A.E. and the associate director of department of competition policy of the Ministry of Economic Development of the Russian Federation Katamadze A.T. The BFT company was highly appreciated on the done work regarding implementation of integration of the ATsK-Goszakaz system and the Official website of the Russian Federation.

Now a system gives the chance to control and monitor performance of contracts, to identify problems in case of their emergence at any its stage, to apply measures of the adjusting influence at negative assessment of the course of implementation of the contract, including imposing of penal and other sanctions at performance of government contracts. Obligations of the state/municipal customer for ensuring quality of results of public/municipal contracts are fulfilled, and the publication of data on course of execution of public/municipal contracts required by the law is performed. Also in a system function of monitoring of market prices of the purchased products is implemented.

Besides, users of a system will be able to create templates in which the source of information and a method of calculation of the starting (maximum) price of the contract is specified what allows to create in turn documentation meeting the changed requirements of the legislation.

For the purpose of ensuring compliance 79-FZ BFT Company offer holding the training seminars concerning work of Customers and Organizers in the ATsK-Goszakaz system ("ATsK-Munitsipalny the order"); establishments and formations of the starting (maximum) price of the contract; works with a subsystem of formation of templates of the tender documentation, auction documentation.

The solution developed by BFT Company completely conforms to requirements 79-FZ regarding formation and establishment of the starting (maximum) price of the contract and to the principles of CSF stated by the Ministry of Economic Development of the Russian Federation and is directed to increase in system effectiveness of public/municipal procurements, doing it to more transparent and promoting expense optimization of budgetary funds.

The BFT company within the automated control system for the state (municipal) orders "ATsK-Goszakaz" implements provisions of Federal law No. 223-FZ "About purchases of goods, works, services as separate types of legal entities". At the same time application of a new subsystem at the level of the territorial subject of the Russian Federation will allow to create a common information space for maintaining information on the public (municipal) procurements.

The federal law No. 223-FZ which became effective on January 1, 2012 sets new rules and the principles of carrying out purchases for separate types of legal entities. According to 223-FZ primary methods of procurement tender and an auction are, the relations with trade electronic platforms are governed, high requirements to carrying out purchases are imposed - it is information openness, target and cost-efficient expenditure of funds for purchase of goods, works, services.

The BFT company provided to the clients a possibility of automation of process of carrying out purchases according to provisions of Federal law No. 223-FZ. Using new system module of the state (municipal) order legal entities in which authorized capital share of the Russian Federation, the territorial subject of the Russian Federation, the municipal entity in total exceeds fifty percent can perform planning, formation, placement and control of execution of the state (municipal) orders in the automated mode. Also for them the possibility of interaction with electronic marketplaces is provided. Besides, integration with the system of treasurer budget implementation "ADC-Finance" will allow to register data on the assumed obligations in respect of financial and economic activity of organization and also the payments of the signed contracts and agreements given about the facts.

At the level of the territorial subject of the Russian Federation application of a new subsystem provides a possibility of viewing and the analysis of all types of the reporting under purchases of the organizations that does process of purchases is information open and transparent. In general complex application of a regional system of the state (municipal) order provides management and control of purchases of all organizations as financed for the budget account, and belonging to the territorial subject of the Russian Federation.

Requirements of law No. 122-FZ

The BFT company provided to the Clients using a management system for the public (municipal) procurements "ATsK-Goszakaz" ("ATsK-Munitsipalny the order"), a possibility of timely execution of requirements of Federal law No. 122-FZ regarding placement on the Official Website of the Russian Federation (OWRF) of information on collecting from suppliers of penalties for inadequate execution of the obligations by the last.

According to the federal law of 7/20/2012 No. 122-FZ "About introduction of amendments to the Federal law "About Placing Orders for the Supply of Goods, Works and Services for State and Municipal Needs" the Customer needs to transfer to the register of contracts of data on the decisions on collecting from the supplier (the contractor, the contractor) of a penalty made by it (a penalty, a penalty fee) in connection with non-execution or improper execution of the obligations provided by the contract.

The BFT company implemented within "An interaction subsystem with OOS" of a management system for the public (municipal) procurements "ATsK-Goszakaz" ("ATsK-Munitsipalny the order") a possibility of unloading on OOS of data on the made decisions on collecting from the supplier (the contractor, the contractor) of a penalty (a penalty, a penalty fee) in connection with non-execution or improper execution of the obligations provided by the contract in the scope of information on the contract (data on performance of the contract). It, in turn, will allow Customers to place at the scheduled time on OOS necessary information.

ATsK-Munitsipalny the order on the SaaS model

The BFT company developed for the solution of a task of automation of holding procedures of municipal purchases in the fall of 2012 the ATsK-Munitsipalny Order service implemented on the SaaS model. Thus, local authorities had an opportunity to work in the ATsK-Munitsipalny Order system on the basis of web applications without software installation "at places".

The main feature of the SaaS model consists in lack of the costs connected with installation, updating, support of operability of a hardware platform that allows municipal authorities to work in the ATsK-Munitsipalny Order system, having access to the Internet.

The ATsK-Munitsipalny Order service implemented according to the SaaS model covers all processes of placement of the municipal order, including giving and processing of requests for tendering by authorized body or the organizer (when carrying out joint biddings), formation of the notification, order placement, formation of all printed forms of protocols on the basis of the configured document templates, control of a compliance with law of the Russian Federation and also formation of the complex analytical reporting on the basis of the data accumulated in a system. At the same time the ability to integrate with the Official website of the Russian Federation for the publication of information on order placement on purchases of goods, works, services for municipal needs and also for introduction of data on municipal contracts, civil agreements of budgetary institutions for deliveries of goods, execution of works, rendering services in the register of the public and municipal contracts is provided.

Advantages of use "ATsK-Munitsipalny the order" according to the "Software as a service" model are:

• fast deployment of service and flexible configuration is adequate to requirements;
• lack of need for investments, low cost of ownership in comparison with traditional model of informatization and effective use of budgetary funds for informatization;
• lack of need for own IT infrastructure and specialists in maintenance of information systems;
• use of the perspective SaaS model corresponds to state policy of increase in informatization at decrease in capital costs.

In the ATsK-Goszakaz system the possibility of unloading on OOS of the scheduled plan of order placement in the XML format is implemented

In a management system for the purchases "ATsK-Goszakaz" there was an opportunity to create the schedule of order placement in the form of xml of the file and to upload it to the Official site of the Russian Federation for placement of information on order placement (OOS).

In 2013 in the field of placement of information on purchases on the Official Website of the Russian Federation (OWRF) there were significant changes. One of such changes is a publication customers of schedules of carrying out purchases in the structured type. At the same time information can be entered in a personal account of the Customer on OOS as manually, and having loaded previously created file of a certain format.

The BFT company one of the first implemented a possibility of formation in xml ATsK-Goszakaz system of the file with data of the scheduled plan of order placement for loading on OOS. For this purpose in the beginning the schedule is prepared in the ATsK-Goszakaz system according to the order of planning of the budget and determination accepted at the Customer on its basis of the diagram of holding procedures. Further the prepared schedule goes through all stages of approval and as a result is unloaded from a system in the file in a format, certain OOS.

The specified opportunity allows to reduce considerably the customer's labor costs at the publication of the schedule by OOS and to integrate planning process of the budget with process of the publication of the schedule.

B to a management system for purchases of BFT is implemented a possibility of the publication of scheduled plans of order placement on OOS

In a management system for the public (municipal) procurements "ATsK-Goszakaz" ("ATsK-Munitsipalny the order") the possibility of interaction with the Official site of the Russian Federation for placement of information on order placement (OOS) regarding the publication of scheduled plans of order placement appeared.

In 2013 in the field of placement of information on purchases on the Official Website of the Russian Federation (OWRF) there were significant changes. One of such changes is a publication customers of scheduled plans of carrying out purchases in the structured type. At the same time information can be entered in a personal account of the Customer on OOS manually (in a report type) by loading of previously created file of a certain format and in the mode of integration of OOS with external systems of order placement.

The BFT company one of the first implemented a possibility of preparation of plans of diagrams of order placement in the ATsK-Goszakaz system ("ATsK-Munitsipalny the order") and their subsequent direction for the publication on OOS in the integration mode. Planning process of procedures takes place in two stages according to regulations of the Federal law on a Contract system: preparation and approval of the purchase plan and drawing up on the basis of the approved purchase plans of the scheduled plan of order placement. The specified schedule undergoes control on compliance to rules of law before the direction it for the publication on OOS. Also a feedback is implemented – information on the publication of the scheduled plan comes to the ATsK-Goszakaz system ("ATsK-Munitsipalny the order") together with the Identification codes of purchase assigned for placement.

The specified opportunity allows to reduce considerably the customer's labor costs by preparation and the publication of the schedule by OOS and also to exclude need of its placement manually.
