2024: FAS revealed two cartels in the supply of medical supplies to hospitals for participants in the SVO for 1.1 billion rubles

The Federal Antimonopoly Service (FAS) of Russia disclosed two cartel collusions totaling 1.1 billion rubles in the supply of medical devices to hospitals engaged in the rehabilitation of participants in a special military operation (SVO). This was announced on June 17, 2024 by the press service of the department.

FAS opened two cases of violation of antitrust laws. In the first case, we are talking about Wenddelis, Ster Medical, Ster 23, Labcorp and Labster, in the second - about Galar and an unspecified business entity. According to the service, these organizations have signed contracts for the supply of medical devices and consumables for the needs of Moscow and Moscow region hospitals, as well as a hospital for war veterans No. 2 in Moscow.

Companies are suspected of conspiring to maintain trading prices. If their guilt is established, they face negotiable fines, which are calculated based on the total annual revenue of the organization. This was confirmed by the press service of the FAS.

According to the SPARK system, all the companies mentioned are small enterprises. For example, Wenddelis is engaged in retail trade outside stores, Ster 23 is engaged in wholesale trade in non-food products, and Labcorp sells medical equipment and instruments. Labster and Galar specialize in the wholesale of pharmaceutical products, and Ster Medical conducts medical activities.

As noted by the FAS, in case of confirmation of violations, organizations face serious penalties. This could be a significant blow to their financial situation. The agency emphasizes the importance of compliance with antitrust laws to ensure fair competition and prevent abuse in the market for medical services and goods.^[1]
