2024: Recovery by the court of 2.7 billion rubles

The Sverdlovsk District Court of Perm satisfied the claim of the Prosecutor General's Office of the Russian Federation to recover more than 2.7 billion rubles from former top managers and co-owners of Motovilikhinsky Zavody PJSC, as well as their relatives. The decision was made in July 2024 in connection with bringing the enterprise to bankruptcy for the purpose of personal enrichment.

According to Kommersant, eight people were recognized as defendants in the case, including the ex-co-owners of Motovilikhinskiye Zavody PJSC Marat Zagidullov and Rafael Gimalov, the owner of Metatron LLC Yuri Medvedyuk, who owns 10% of the shares of the mashholding, Ruslan Valitov with a similar stake, as well as the former executive director of PJSC Vagarshak Sargsyan.

The Prosecutor General's Office claims that since 2002, the defendants have developed a scheme for the withdrawal of the assets of Motovilikhinsky Plants. The company turned out to be insolvent after the withdrawal of liquid property to controlled structures and the issuance of non-refundable loans. Initially, the supervisory authority demanded to recover 2.763 billion rubles as compensation for damage and an additional 1.054 billion rubles for the use of other people's funds.

It is worth noting that the property of the defendants was seized in the amount of the claims of the prosecutor's office. None of the defendants in the case recognized the claims of the supervisory authority.

Motovilikhinsky Plants is one of the oldest operating enterprises in the Urals, founded in 1736. The plant specializes in the design and production of special military equipment and oil field equipment. In particular, the company produces the only combat and transport-loading vehicles in Russia for multiple launch rocket systems such as Grad, Smerch and their Tornado-G and Tornado-S modifications.

In 2015, a contract was signed with Motovilikhinsky Plants for the implementation of a state defense order worth 2.5 billion rubles. However, in 2017, the contract was terminated, and in 2018 the company was declared bankrupt with accounts payable of more than 13.8 billion rubles.

The decision of the Sverdlovsk District Court of Perm in this case has not yet entered into legal force. The issues of financial recovery of the enterprise are being resolved jointly with the state corporation Rostec, and the bankruptcy procedure for the defense enterprise is at the final stage.[1]
