Emercom of Russia uses GLONASS for security of passengers on transport

In December, 2010 the Agreement on interaction between General Directorate of Ministry of Emergency Situations of Russia on Altai Krai and the regional partner of M2M Telematics Group in Altai Krai and Altai Republic - "With M2M telematics Altai" is signed.

The agreement is focused on execution of requirements of Federal law No. 22 "About navigation activity" and also the Decree of the President of the Russian Federation of July 11, 2004 No. 868 "Questions of the Ministry of the Russian Federation for civil defense, to emergencies and natural disaster response". The document assumes development of cooperation on a number of the directions, including implementation of the innovative technologies of GLONASS within creation of state information system of warning and emergency response and also large-scale implementations of navigation solutions for the benefit of the Ministry of Emergency Situations.

The parties agreed about consolidation of efforts in creation and implementation of the departmental navigation and information system based on GLONASS which is going to be used as a basic component for project implementation of "ERA-GLONASS" in the territory of Altai Krai. The ERA-GLONASS project is the key project of the federal network operator of JSC Navigation-Information Systems.

The separate directions of works within the Agreement are already partially implemented, at technical support "M2M telematics Altai" in the Command Center Crisis Situations (CCCS) of Emercom of Russia across Altai Krai in real time act navigation data of monitoring of movement of school transport, cars of "Emergency medical service", the equipment of the Ministry of Emergency Situations and also passenger transport and the road equipment working at federal and edge highways this way. Special attention, taking into account the big extent of highways of edge and special climatic conditions, is given to control of transportation of children by school buses.

Now there is a working off of elements of functioning of the ERA-GLONASS system allowing the Ministry of Emergency Situations to raise necessary forces and funds for mitigation of consequences of possible emergence of emergency situations on transport. According to the statement of the management of General Directorate of Ministry of Emergency Situations of Russia across Altai Krai, system implementation of GLONASS will allow to increase significantly control of safety of passenger traffic in Altai Krai.
