USAID Head Samantha Power noted that the existing cooperation between Armenia and Amazon Web Services is aimed at strengthening the country's digital systems, digitizing public services, as well as ensuring resistance to cyber attacks. According to Samantha Power, the successful digitalization of public services requires, first of all, the creation of secure and reliable digital systems. These systems should be resistant to cyber attacks, as well as respect the privacy of citizens and protect their personal data.

According to Samantha Power, cooperation between Amazon and Armenia will provide the country's citizens with reliable information. It would also create a framework for the government to use accurate information to benefit its citizens.

Within the framework of the project, Amazon Web Services undertakes to provide Armenia with expert support in the development of cloud computing and cybersecurity. This should help the country accelerate the process of digitalization of state systems and strengthen its digital sovereignty.

Armenian High-Tech Industry Minister Mkhitar Hayrapetyan expressed confidence that this initiative will help the country's government provide innovative technological solutions to citizens, while ensuring the protection of their personal data.[1]

The government Armenia approved the allocation of 10 billion drams (equivalent to 26 million dollars US) for the country's digitalization program. This was announced in the spring of 2024 by the Minister of High-Tech Industry of Armenia Mkhitar Hayrapetyan.

According to the head of the department, the funds will be used to implement a comprehensive strategy for the development of digital infrastructure and increase the technological competitiveness of the republic. One of the key areas of the program will be the strengthening of cybersecurity. A draft law has already been introduced into the legislative circulation, aimed at creating a secure environment in information systems and critical infrastructures. The adoption of the document will lay the legal foundation for countering cyber threats and increasing the level of digital literacy of the population.

An important element of the digitalization strategy is the development of Cloud First policy. The Armenian government is in talks with major international partners, including Amazon Web Services, to implement cloud solutions. It is planned to stimulate government agencies to switch to cloud storage technologies instead of traditional servers, which will modernize the country's IT infrastructure and reduce its maintenance costs.

Within the framework of the digitalization program, educational initiatives are provided. The ministry plans to organize basic technological training courses for 300 participants in three regions of Armenia - Syunik, Vayots Dzor and Gegharkunik. In addition, a grant program for IT companies will be launched aimed at attracting new specialists and improving the skills of existing employees.

Hayrapetyan stressed that the implementation of the digitalization program will help strengthen Armenia's technological potential and create favorable conditions for the development of innovative sectors of the economy. In the future, this should increase the country's competitiveness in the global high-tech market and attract additional investments in the IT sector of the republic.[2]
