2024: Arrest in the case of kickbacks for the repair of medical institutions

The Oktyabrsky District Court of the city of Ivanovo decided to arrest two deputy prime ministers of the Ivanovo region suspected of fraud with state contracts for the repair of medical institutions. This became known on July 14, 2024.

According to Rossiyskaya Gazeta, the head of the social sphere complex Irina Ermish and the head of the infrastructure development complex Sergei Zobnin were taken into custody. They were charged with abuse of office by a group of persons by prior conspiracy. The third person involved in the case was Dmitry Fedulov, deputy director of Zhilstroytsentr, who is charged with aiding and abetting a crime.

According to investigators, high-ranking officials provided Zhilstroytsentr with an advantage at the auction, which allowed it to win 22 state contracts totaling over 850 million rubles. The contracts were related to the overhaul of various social facilities, including medical institutions.

The FSB Department for the Ivanovo Region, which conducted the investigation, established that Sergei Zobnin is related to one of the leaders of Zhilstroycenter - he is married to Dmitry Fedulov's sister. This circumstance could contribute to the creation of favorable conditions for the company with participation in public procurement.

Irina Ermish, a 55-year-old graduate of the Ivanovo Energy Institute and the North-West Academy of Civil Service, has significant experience in the field of social protection of the population. Since 2014, she headed the entire complex of the social sphere in the government of the Ivanovo region.

Sergei Zobnin, a 58-year-old native of the city of Volga, has two higher educations - an electrical engineer and a lawyer. He worked in the government of the Ivanovo region since 2015.^[1]
