Biography

1998-2019

Born on July 26, 1968 in, Nigmatullina Kazan began her career in 1988 as a teacher in specialized educational institutions in the capital. Since Tatarstan 1993, she worked in the Ministry of Culture of the Republic, where she went from the chief specialist of the art department to the deputy minister. From 2009 to 2019, Nigmatullina headed the Department of Culture and Development of Languages ​ ​ of the Peoples of the Republic of Tatarstan in the office of the Cabinet of Ministers of the region.

2024: Detention in digitalization award case

On July 17, 2024, the former head of the civil registration department (registry office) of the republic, Gulshat Nigmatullina, was detained in Tatarstan. The ex-official was taken into custody in Naberezhnye Chelny after a confrontation in the case of illegal receipt of bonuses for digitalization of the department's archive.

According to RBC, a criminal case has been initiated against Nigmatullina under two articles of the Criminal Code of Russia: fraud (Article 159) and abuse of office (Article 286). The investigation is carried out by the 6th department for the investigation of especially important cases of the Investigation Department of the Investigative Committee of Russia in the Republic of Tatarstan.

The investigation believes that in 2020, Nigmatullina and her subordinates illegally received prizes for digitalizing the archive of the Tatarstan registry office. The exact amount of payments and damage caused is currently not disclosed, but a preliminary estimate of damage of ₽4,5 million was previously reported.

The investigation into the case of prizes for the digitalization of the registry office archive began in the spring of 2024. During the audit, several heads of district departments of the registry office were detained, as well as the former deputy head of the republican department, Renat Akhmetzyanov, who is in custody.

Gulshat Nigmatullina headed the registry office of Tatarstan from February 2019 to March 2024. She was relieved of her post by the rais of Tatarstan Rustam Minnikhanov of her own free will. Before being appointed to this post, Nigmatullina had extensive experience in the state structures of the republic.[1]
