Kraftway will supply FTS protected computers for 260 million rubles

In July 2024, it became known about the conclusion of a contract between the Federal Tax Service of Russia and Kraftway for the supply of secure computers. The transaction amount amounted to ₽263 million.

According to CNews, the contract was signed with Craft Corporation PLC after an electronic auction for the supply of electronic computing equipment for the Moscow division of the Federal Tax Service was declared invalid. The reason was the participation in the auction of only one company.

According to the terms of the contract, "Craft" will supply for the needs of the PKU "Tax-Service" of the Federal Tax Service of Russia and its separate divisions of 1277 personal computers of various configurations, equipped with built-in protective equipment, including cryptographic ones. In addition, the delivery includes 72 laptops and 40 servers.

The electronic auction was announced on June 5, 2024 on the official website of public procurement. The initial contract price was ₽263786082. However, on June 14, 2024, the auction was declared invalid due to the submission of a single application. This basis for canceling a purchase is provided for by the legislation on the contract system.

Despite the cancellation of the auction, the application received the status "Supplier Determination Completed," and in the corresponding section there was information about the conclusion of a contract with JSC "Craft Corporation PLC."

Recognition of an electronic auction as invalid does not entail the impossibility of concluding an agreement. In this case, in accordance with Art. 93 44-FZ a contract is concluded with a single supplier. This is a fairly common situation, - explained Ruslan Gafurov, head of dispute resolution practice at the law firm Nevsky IP Law.

The representative of the FKU "Tax-Service" of the Federal Tax Service of Russia said that the purchase was carried out in accordance with Federal Law No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."
