2024: Arrest

General Director of the Military Construction Company (VSK) Andrei Belkov was detained in Moscow on suspicion of abuse of office in the fulfillment of a state defense order. This became known on July 25, 2024 from a message on the website of the Tver court of the capital.

According to TASS, the court granted the request of the investigation and chose a preventive measure for Belkov in the form of detention until September 23, 2024. He was charged under paragraph "b" of Part 2 of Art. 285.4 of the Criminal Code of the Russian Federation, which provides for punishment of up to 10 years in prison.

The investigation believes that Belkov abused his authority in the execution of the contract for the supply, installation and commissioning of a computed tomograph for the 9th medical and diagnostic center of the Ministry of Defense in Moscow. The contract worth ₽121 million was concluded in August 2019, when Belkov headed the FSUE "Main Military Construction Directorate for Special Facilities."

According to law enforcement agencies, to implement the contract, Belkov was attracted by a friend Elena Lyakhovich, who headed Stroykhimproekt LLC. A fictitious tender for the purchase of equipment with a previously known winner was organized through the Partner Plus company affiliated with it.

As a result of the fraud, the real cost of the tomograph was ₽76 million, which is significantly lower than the amount allocated under the contract. The remaining funds, according to the investigation, were stolen by the participants in the scheme.

Earlier, Elena Lyakhovich and chief accountant Viktor Bilko were detained in this case. They are charged with fraud on an especially large scale.

VSK was created by presidential decree in 2019 and performs a wide range of work for the Ministry of Defense of the Russian Federation. The company is engaged in the construction of arsenals, bases, landfills, airfields, headquarters, as well as residential buildings and social facilities. The activities of the VSK were previously controlled by the former Deputy Minister of Defense Timur Ivanov, who recently also became a defendant in the corruption investigation.[1]
