FAS chose a contractor to create a comprehensive cybersecurity system for 270 million rubles

The Federal Antimonopoly Service (FAS) Russia has identified a contractor to create a comprehensive support system. information security As it became known on July 31, 2024, the winner of the electronic auction was JSC Scientific and Production Company, Abiton which will receive a contract in the amount of ₽270,43 million.

According to CNews, the tender for the creation of a cybersecurity system was announced on May 27, 2024. It is noteworthy that "Abiton" turned out to be the only participant in the competition - at the end of the submission period, only one application was submitted. In this regard, the electronic auction was declared invalid on the basis of paragraph 1 of part 1 of article 52 of Federal Law No. 44-FZ.

The object of purchase includes a wide range of services and equipment: technical support, software licenses, information security, telecommunications equipment, servers and uninterruptible power supplies. All these components are designed to create a single firmware complex.

During the tender, two complaints arose that temporarily suspended the process of determining the supplier. The first complaint came from the Abiton company itself on June 3, 2024. It concerned conflicting information in the procurement documentation regarding the characteristics of the goods supplied. The FAS Procurement Control Commission recognized this complaint as justified and issued an order to eliminate violations.

The second complaint was filed by A&T LLC on June 28, 2024. The company pointed to the unlawful combination of functionally unrelated equipment and software into one lot, as well as the absence of a number of significant information in the description of the purchase object. However, this complaint was found to be unfounded.

Despite the difficulties that have arisen, the contract between the FAS and NPK Abiton JSC was concluded on July 16, 2024. According to the documentation, the cybersecurity system will cover 12 information systems included in the infrastructure of the FAS Russia.^[1]
