2024: Robot bailiff, digital power of attorney, online registration of legal entities. How the digitalization of the ministry is going

The Ministry of Justice of the Republic of Kazakhstan in July 2024 summed up the results of work for the first half of 2024. Key innovations included a robotic bailiff, digital power of attorney and online registration of legal entities.

The Ministry of Justice of Kazakhstan is actively working to improve national legislation, protect the rights of citizens and strengthen international cooperation. Digitalization and automation of public services remain the most important area.

One of the most significant projects was the executive production robot. In January 2024, the Robot pilot project was launched in Taraz, which automatically launches enforcement proceedings without the participation of a bailiff, which exempts citizens from paying a commission and saves about ₸2 billion. In August 2024, it is planned to scale the project throughout the country.

The ministry also introduced a digital power of attorney for legal entities through the eGovMobile Business platform. This project greatly speeds up and simplifies the process of issuing powers of attorney by managers, previously carried out only on paper, which made it difficult to verify their legitimacy.

An important initiative was the introduction of full online registration of non-profit organizations on the e-government portal. This measure allows you to significantly save time and expenses of legal entities on visiting public service centers, and also simplifies the procedure for changing the head of a legal entity by the founders on the eGov portal.

To combat fraud, a pilot project has been launched to notify citizens via SMS from 1414 and push notification eGov-mobile, which replaces previous mail notifications and provides more reliable information protection.[1]
