Judicial system

The judicial system of Kazakhstan has the following structure:

• crowning the hierarchy of the Supreme Court (formed by the Senate on the proposal of the president),
• this is followed by various kinds of local courts,
• and finally, specialized courts.

Thus, the political weight is shifted in favor of the figure of the president, who controls in many respects the adoption of laws, the appointment of heads of local self-government, government, courts, and the guaranteed presence of 10% of pro-presidential deputies in the Senate.

2024: Judges in Kazakhstan began using artificial intelligence to reduce cases from 3 days to 10 minutes

In August 2024, it became known that the active introduction of artificial intelligence (AI) in lawsuits began in Kazakhstan, which made it possible to significantly reduce the time for considering administrative cases. Now decisions on such cases can be made in 10 minutes instead of three days, as it was before. This innovation became possible thanks to the introduction of a neural network, which has already begun to be used in the courts of the republic.

According to the prosud.kz, the introduction of AI into the judicial system of Kazakhstan began with the processing of cases under article 610 of the Code of Administrative Offenses (CAO), which concerns violations of traffic rules by drivers. In 2023, 129 thousand cases were received by the courts under this article, and in the first six months of 2024 - already 83 thousand. The introduction of a neural network significantly speeds up the process of considering these cases, reducing the burden on judges and court personnel.

As the newspaper writes, the neural network allows you to instantly issue judicial acts that come into force immediately after their issuance. Previously, this process took up to 10 days. It is expected that from the current month AI will process more than 1.5 thousand cases monthly, and with full implementation throughout the country - over 100 thousand cases per year, which is a third of all administrative cases.

Artificial intelligence is also used as part of the Judicial Smart Analytics system, which helps courts predict case outcomes and offers similar court decisions for judges. This system is trained on the basis of 1.2 million judicial acts and 120 thousand claims, which allows it to accurately analyze and offer recommendations to the judge. Within the framework of this project, the neural network not only helps in speeding up the process of considering cases, but also contributes to improving the quality of decisions made by accessing previous experience.

As the lawyer of the Almaty City Collegium Vitaly Voronov explained, the introduction of AI in the judicial system will not change the principles of justice, since the final decision still remains with the judge.^[1]
