2024: Digital Registry Launch
On September 1, 2024, the register of the Unified State Information System in the field of health care began to function in Russia, which will include all patients with viral hepatitis. The system operator is the Ministry of Health of the Russian Federation.
It is noted that the creation of a single register is provided for in the plan of measures to combat viral hepatitis C, which was approved by the Government of the Russian Federation in 2022 on behalf of the President of Russia. The goal of the initiative is to develop a system of medical care for patients with viral hepatitis and improve the payment mechanisms for such treatment within the framework of compulsory health insurance.
The database, among other things, includes information on the initial detection of the diagnosis, drug treatment and dispensary observation. The register is maintained in order to informationally support the activities of federal executive bodies and executive bodies of the constituent entities of the Russian Federation in the field of health protection and medical organizations, as well as to support the adoption of management decisions and management of resources of the health care system. The key tasks of the system are:
· Summarization, systematization and analysis of patient information;
· Compliance with continuity in the provision of medical care, including prevention, diagnosis, treatment, medical rehabilitation and palliative medical care for patients;
· Collection, accumulation, processing, storage, updating and transfer of information about patients, medical care provided to them, including drug supply and prescription of medicinal products;
· Collection of information for the formation of individual routing of patients and individual plans for diagnosis, treatment and medical rehabilitation;
· Formation of information on the disease and/or condition of the patient with viral hepatitis, including information on the initial detection of the disease, removal of the diagnosis, establishment of dispensary observation, removal of the patient from dispensary observation, birth and death of the patient;
· Collection and processing of data on immunoprophylaxis of citizens;
· Development of consolidated statistical and analytical reports.[1]
