2024: Arrest in bribery case

On September 5, 2024, it became known that the head of the department of the Russian Ministry of Defense, including the development of technologies in the field of radar and navigation, was arrested in the bribe case. The investigation established that the criminal scheme was associated with the execution of a state defense order worth more than ₽1,5 billion.

According to reports, a Interfax criminal case is being investigated against the former head of the department of the Department for Advanced Interspecific Research and Special Projects Ministry of Defence Russia , Reserve Colonel Andrei Chekmazov, his deputy reserve colonel Dmitry Fomin, as well as Deputy General Director of Oborontest JSC Alexander Sukharev. All three are suspected of involvement in corrupt activities related to taking bribes and illegal patronage.

The Office of Advanced Interspecific Research and Special Projects of the Ministry of Defense of Russia plays an important role in the development and implementation of advanced technologies for the needs of the army. It coordinates applied research and development in areas such as radar, navigation, laser and hypersonic systems, and communications. The main task of management is to create innovative solutions that ensure Russia's technological advantage in the defense sector.

According to the investigation, in 2016 and 2022, two contracts were concluded between the Ministry of Defense and Oborontest regarding development work for the needs of the military department. In total, Andrei Chekmazov and Dmitry Fomin received a bribe in the amount of more than ₽7,7 million from Sukharev for unhindered acceptance of the stages of the work performed and ignoring the violations identified.

As part of the criminal case, the court decided to choose a preventive measure in the form of detention against Andrei Chekmazov. His deputy, Dmitry Fomin, was placed under house arrest. The case is being investigated by the Main Military Investigation Department of the Investigative Committee of Russia.[1]
