Rostelecom, CenterTelecom and the Belgorod region signed the agreement on creation of "the electronic government"

Rostelecom, CenterTelecom and the government of the Belgorod region signed in December, 2010 the agreement on cooperation within creation of a regional segment of "the electronic government". Signatures under the document were appended by the governor of the Belgorod region Evgeny Savchenko, the CEO of CenterTelecom Vaagn Martirosyan and the vice president for federal programs of Rostelecom Alexey Nashchekin.

Within the agreement of the party agreed about cooperation in development and improvement of telecommunication infrastructure and information technologies of the Belgorod region and also about the beginning of works on transfer to an electronic form of public services of regional authorities and services of municipalities for the benefit of the population of the area.

"In the project of creation of a regional segment of "the electronic government" the Rostelecom company acts as the strategic investor and actually on own means creates for regions all infrastructure necessary for this purpose – communication channels, data processing centers, the software – and then provides it to regions as complex service", - the first deputy director – the commercial director of the Central branch of Rostelecom Budarin Andrey noted. "This solution allows to cut down expenses of the regional budget and to considerably accelerate transfer of regional and municipal services to an electronic form", – he emphasized.

The company already invested considerable means in development of this solution, and now offers it to regions as service in model, the similar SaaS model (Software As A Service).

As noted, the solution developed by Rostelecom corresponds to the general technology policy accepted for creation of uniform infrastructure of "the electronic government" and meets all requirements of information security and personal data protection. The solution contains a full range of the services and technologies necessary for rendering services in electronic form by regional authorities.
