2024: Sentence - 8 years for fraud

In September 2024, it became known that the Tagansky Court of Moscow sentenced the former co-owner of AktivCapital Bank Grigory Oganesyan to eight years in a general regime colony for fraud on an especially large scale. According to the case file, Hovhannisyan and his alleged accomplice Hambartsum Melikyan withdrew about ₽4 billion from the bank shortly before the license was revoked in 2018. The court also satisfied the claim of the Deposit Insurance Agency (DIA) in the amount of ₽1,5 billion.

According to Kommersant, the investigation established that the funds were withdrawn under fictitious loan agreements. At the end of 2023, Hambartsum Melikyan ceased to appear at court hearings and was put on the wanted list, and his case was separated into a separate proceeding. Grigory Hovhannisyan, who was under recognizance not to leave, arrived at the announcement of the verdict with a lawyer, anticipating the outcome of the process. Prosecutors previously requested nine years in prison for him, but the court was limited to an eight-year term.

According to the newspaper, the investigation began after the DIA appealed in 2019 with a statement about the theft of bank funds through fictitious loans. The Central Bank of Russia confirmed that the management of AktivCapital Bank conducted operations aimed at withdrawing assets, which led to an acute liquidity deficit and the bank's inability to fulfill obligations to customers. In March 2018, Grigory Hovhannisyan withdrew $5.7 million and ₽18,1 million from the cash desk of the Moscow branch of the bank.

According to the regulator, the total damage to the bank amounted to ₽24,8 billion, of which the shortage of funds amounted to at least ₽3,9 billion. All these facts were taken into account in the sentencing. After the announcement of the verdict, Grigory Hovhannisyan was taken into custody in the courtroom and placed in a pre-trial detention center. His lawyers said they intend to appeal the court's decision.^[1]
