2024: Detention on charges of receiving a bribe in the purchase of communication cables worth 1.2 billion rubles
On September 16, 2024, the Investigative Committee opened a criminal case against the head of the 4924th military representative office of the Ministry of Defense of the Russian Federation Ivan Populovsky and his subordinate Grigory Zorin. They are suspected of taking bribes on an especially large scale.
According to the investigation, OJSC "All-Russian Research and Design Institute of Cable Products" and CJSC "Trading House" All-Russian Research and Design and Technological Institute of Cable Industry "as part of the execution of the state defense order for the supply of electrical products and cable for the needs of the Ministry of Defense of Russia concluded state contracts and inter-plant contracts totaling more than 1.2 billion rubles. In 2021, it is assumed that representatives of enterprises entered into a conspiracy with Populovsky and Zorin to "weaken control in the acceptance of goods" and receive privileges for bribes.
The head of theIn 2021-2024, Populovsky and Zorin received over 11 million rubles for ensuring their unhindered acceptance of military products and works performed under concluded state contracts and contracts from these enterprises, as well as general patronage in the execution of a state defense order.
The case was initiated on the grounds of crimes under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale). According to the TFR, the defendants pleaded guilty. At the same time, their involvement in other similar crimes, including those related to the theft of funds allocated for the needs of the state defense order, is checked. The investigation will also give a legal assessment of the actions of bribe-givers, whose names are not disclosed.[1]
2025: Sentence - 10 years in prison for bribes when supplying communication cables worth 1.2 billion rubles

According to the press service of the Investigative Committee, Ivan Populovsky was deprived of the military rank of colonel. According to RBC, a subordinate employee of Populovsky, Grigory Zorin, was previously sentenced to five years in prison conditionally with a ban on holding positions in the civil service. Zorin is also stripped of the military rank of major.
According to RBC, in 2021, the Ministry of Defense concluded contractual relations with the joint-stock companies "All-Russian Research Design Institute of Cable Products" and "Trade House" All-Russian Research Design and Technological Institute of Cable Industry "for the supply of cable products in the amount exceeding 1.2 billion rubles. The head of the military representative office of 4924 of the Ministry of Defense Ivan Populovsky was obliged to monitor the quality of these supplies.
According to the investigation, representatives of the companies colluded with Populovsky and Zorin. Its goal was to soften control during the acceptance of products and provide preferences in the process of implementing the state contract. Officers guaranteed trouble-free acceptance of goods and works in exchange for a cash reward.
According to the Investigative Committee, from 2021 to 2024, Populovsky and Zorin received bribes totaling over 11 million rubles. Both convicts pleaded guilty.[2]
