Rostelecom signed with the Tomsk region the agreement on creation in the region of "the electronic government"

The Siberian branch of Rostelecom and administration of the Tomsk region signed the agreement on cooperation on creation in the field of a regional segment of "the electronic government". The document was signed by the governor of the Tomsk region Victor Kress and the vice president – the director of the Siberian branch of Rostelecom Roman Kravtsov.

In the signed agreement it is said that the parties "consider each other as strategic partners in formation in the region of infrastructure of "the electronic government" and to transfer to an electronic form of the services provided by executive bodies of the government of area and the organizations subordinated to them".

In the agreement it is also specified that the parties are going to unroll based on a data processing center of Rostelecom the unified regional solution for creation of infrastructure of "the electronic government" and granting on its basis of public services in electronic form.

Within the agreement the administration of the Tomsk region and Rostelecom intend to expand mutually beneficial cooperation in a scope of information and telecommunication technologies using modern solutions and the best world experience.

"Already more than 40 territorial subjects of the Russian Federation signed with Rostelecom agreements on cooperation on creation of "the electronic government". Now the Tomsk region also joined them. I hope that signing of this document will become the first step on the way of our active interaction, and our cooperation with area will be effective and fruitful", – Roman Kravtsov reported after signing. He also emphasized that "successful implementation of such important project as creation of "the electronic government", first of all, will have a positive impact on inhabitants of the region who will be able to receive the public and municipal services with the maximum comfort".

In the Tomsk region works on creation of elements of "the electronic government" are carried out over the last ten years. So, in 1999 the official Web server of administration of the Tomsk region was put into operation. Since 2000 in regional administration the corporate information system automating tasks of office-work and document flow functions. Since 2006 within accomplishment of actions for carrying out administrative reform in the Tomsk region a number of new infrastructure projects on formation of "the electronic government" is begun. Among them creation of elements of a system of interdepartmental electronic interaction, creation of uniform space of "digital trust", creation of the portal of the public and municipal services of the Tomsk region and also creation of the register of public services, normative reference information, etc.

The portal of the public and municipal services of the Tomsk region by means of which citizens and the organizations can get access to official information on the public and municipal services provided in the territory of the Tomsk region and to initiate procedures of provision of services in electronic form, it is put into operation in October, 2010.

Since 2011 technologies of provision of services in electronic form for several pilot public and municipal services will begin to be implemented.
