2024: Agreement to secure EDI with counterparties from PRC
Gazinformservice, together with SKB Kontur, is developing EDO between Russia and China. Gazinformservice announced this on September 18, 2024.
The companies signed an agreement on the recognition of foreign electronic signatures. This will automate and increase the convenience of document management between counterparties from Russia and China.
The partners agreed to ensure legally significant electronic document flow of Contour clients from Russia and their counterparties to the PRC by checking the validity of foreign electronic signatures, which is provided by the accredited certification center Gazinformservice.
This will allow counterparties to exchange documents signed by the same electronic signatures as when exchanging documents within their countries, without using duplication on paper.
Verification of EPs created in accordance with the norms of law of foreign countries does not exceed 8 hours. And in most cases, it will take no more than 30 seconds.
This agreement is the result of meticulous joint work of a number of organizations. Work on it began immediately after the appearance in August 2023 of the corresponding amendments to Article 7 of the Federal Law "On Electronic Signature." The signing of the document was preceded by a long-term experimental exploitation of the cross-border space of trust of the electronic signature between Russian and Chinese partners. Kontur launched a pilot project of technology for the exchange of documents between foreign companies from Russia and China in 2023. The company's partner was one of the main Chinese EDO operators - SHECA (Shanghai Electronic Certification Authority). The legal significance and recognition of electronic signatures is helped by Gazinformservice, an operator of the infrastructure of trust services. Next, the network principle applies: Contour clients and SHECA clients automatically receive the possibility of cross-border EDM with each other.
The signing of the agreement with Gazinformservice is another significant step towards building a seamless electronic interaction between Russian business and its colleagues from other countries. This is a great comprehensive work that we are building in close contact with the Federal Tax Service, with the help of which the Federal Law "On Electronic Signature" was amended in July 2023 in terms of recognizing foreign electronic signatures. The implementation of the agreement will contribute to the creation of one window for Contour customers, where the direction of cross-border EDO will be presented in the well-known business service - Kontur.Diadok. In addition to entrepreneurs from Russia and China, Gazinformservice's technology for verifying foreign electronic signatures is available to counterparties from Kazakhstan and Belarus. In turn, "Contour" for September 2024 is considering the possibility of establishing a cross-border EDO with these countries, as well as with India and Vietnam.
