2024: Plans to allocate 55.6 billion rubles for the national project "New Materials and Chemistry"

On September 30, 2024, a bill on the federal budget for 2025 was submitted to the State Duma of the Russian Federation and for the planning period 2026-2027. Among other things, it is planned to allocate 55.6 billion rubles for the national project of technological leadership (PNTL) "New Materials and Chemistry."

As noted by Prime Minister Mikhail Mishustin, "New Materials and Chemistry" is one of the cross-cutting areas that ensure the stability of the entire economy as a whole. This sector is actively developing. In 2023, the volume of production of small and medium-tonnage chemical products by 26.1% exceeded the level of 2020. Three production projects were launched, including the production of hydrogen peroxide and polymer additives.

In terms of chemistry, the new PNTL will focus on the development of small and medium-tonnage products. In the composite industry, it is noted that the priority is the release of starting components for composites. In all areas, it is necessary to create 55 critical technological chains, master the production of several hundred intermediate products. The PNTL perimeter will include about 150 projects that should be implemented by 2030.

A head competence center for the development and creation of new materials and chemicals will be formed in Russia. He will have to carry out expert and analytical support of work in the relevant area. The new structure will be engaged in maintaining a unified register of materials, chemicals and technologies for their production. The center's specialists will form a register of the areas of application of the created materials and substances and will conduct an examination of documents in the field of standardization, technological regulations for organizing production and systems for confirming compliance with the established requirements.[1]
