2024: Plan for Early Horizon Scanning System

The Early Horizon Scanning System (RSG), which will help accelerate the launch of innovative Russian drugs to the market for the treatment of socially significant diseases, was proposed by experts from Sechenov University. The university announced this on September 29, 2024.

One of the key tasks set by the president for the development of Russia is to achieve technological leadership in critical areas, which include domestic pharmaceuticals. According to data for 2023, the volume of the drug market amounted to 2.54 trillion rubles, of which about 800 billion are original imported drugs and only 80 billion are domestic.

In the context of rapid technological development, in order to promptly and effectively provide the population of our country with medicines and introduce innovations into the health care system, we must not only respond to current challenges, but also anticipate future changes. One of the key tools to achieve this goal is the Early Horizon Scanning (RSG) system. This is not just a methodology for identifying new medical technologies and drugs. This is a strategic approach that allows the systematic analysis of future innovations and the prediction of their impact on the health care system, as well as modeling demographic and epidemiological trends with the possibility of assessing the impact of new technologies on population health indicators. The introduction of the RSG helps to timely assess potential risks and advantages, future trends and needs, which makes it possible to make informed decisions about investments in the development of drugs and introduce advanced technologies to improve human health, - said Vadim Tarasov, director of the Institute of Translational Medicine and Biotechnology of the First Moscow State Medical University.

Vadim Tarasov also stressed that to effectively fulfill the tasks of early horizon scanning, it is necessary to use modern technological platforms such as artificial intelligence and big data. These tools significantly improve the accuracy of forecasts and allow you to process huge amounts of data faster, which is especially important in the context of rapid technological progress. The main users of the RSG system will be the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Education and Science, scientific institutes, medical organizations, pharmaceutical companies.

According to the expert, the RSG systems are already actively used in foreign countries, important steps in this direction have been taken in our country. For example, the Sechenov University has created an observatory for early horizon scanning and, together with the Higher School of Economics, is implementing a project to identify the most breakthrough technologies for cancer, cardiovascular diseases and reproductive pathologies. As part of the project, the observatory will assess the impact of these technologies on population health indicators, which will help build a more effective strategy for introducing innovations.
