The Russian government plans to introduce the National System for Confirming the Expectation of Goods from 2025. This became known in early October 2024 from an explanatory note to the draft federal budget for 2025-2027, submitted to the State Duma on September 30, 2024. The new system is designed to combat gray import schemes and provide additional budget revenues.

According to RBC, the main goal of the system being created is to identify goods that are issued as transit, but actually remain in the country for domestic consumption. This will ensure the payment of VAT on such goods and prevent tax evasion.

Import of goods

The Russian Ministry of Finance has confirmed plans to reduce the shadow import of goods. The agency said that the work is aimed at combating unscrupulous market participants and equalizing the conditions of competition for a business that operates legally.

According to forecasts, the introduction of a system of traceability of goods will bring an additional ₽150 billion to the budget in 2025. In 2026, revenues are expected to increase to ₽162,3 billion, and in 2027 - to ₽174,7 billion.
