Replication of a management system for tax revenues in district municipal entities of the Chechen Republic came to the end

"PARUS corporation" announced project completion of replication of a management system for tax revenues in five district municipal entities of the Chechen Republic.

Replication was begun in September, 2010 after a successful completion of a pilot project in Shalinsky district of the Chechen Republic. As a result of the held complex of the organizational and technical actions directed to mobilization of the local taxes convincing results were achieved: actual receipts of land tax in 2010 exceeded the amount added by tax authorities three times.

In the course of replication of a system in five areas of the republic inventory of objects and subjects of taxation regarding land tax in electronic bases of administrations of municipal entities and also updating of a taxable basis of IFTS by reconciliation of data in electronic bases of administrations of municipal entities with data of Rosreestr was carried out.

At the meeting with members of the government of the Chechen Republic and representatives of local government held in December, 2010 the results of work on mobilization of tax revenues were summed up and the decision on putting into operation of a system of electronic pokhozyaystvenny accounting on the scale of the subject of the Russian Federation and creation of full-fledged schedule system of own income of municipal entities of the republic is made. In 2011 work on mobilization of the property taxes of individuals and a transport tax and also step-by-step involvement in the project of all areas of the Chechen Republic is planned.

Finally implementation of these works will allow to create the unified electronic register, will provide to bodies of the regional power the instrument of monitoring of tax capacity of municipal entities, the analysis and planning of the interbudget relations.
