2024: Arrest

On October 9, 2024, the Lefortovo District Court of Moscow detained Alexander Popelyukh, Deputy Director General of the Deposit Insurance Agency (DIA). Investigative actions were carried out at the central office of the organization itself.

According to RBC, referring to information received from a source in law enforcement agencies, Popelyukh is suspected of fraudulent actions and abuse of office. Searches were carried out at his place of residence and at work. The security forces seized electronic media and documents that may be related to the case.

Details of the case have not been released as of the time of his arrest. But it is known that the operatives of the FSB Investigation Department conducted investigative measures in the central Moscow office of the DIA, where top managers of the organization were interviewed. In the DIA, Popelyukh is responsible for accompanying criminal proceedings.[1]

According to RBC, the case is related to the bankruptcy of the construction company VDT Stroy, which had a debt to Mezhtopenergobank. In this regard, the Akvamir water park built by the company in Novosibirsk was transferred to a credit institution as collateral. However, the bank itself since 2017 was under the bankruptcy management of the DIA, and therefore the water park was transferred to the agency. To manage the object, a management organization was chosen - the area of ​ ​ the building was leased. Law enforcement agencies have identified schemes to underestimate rents. In addition, it is said that real incomes from the property complex were hiding, as a result of which the debtor and creditors received less "significant sums of money." The Popelyukh case, in particular, refers to damage of 200 million rubles.
