2024: Establishment of an interdepartmental working group on the development of digital economy ecosystems

On October 14, 2024, the decree of the President of the Russian Federation Vladimir Putin "On the interdepartmental working group on the development of ecosystems of the digital economy and digital platforms" was published.

The document says that the created structure is a coordination body formed in order to ensure effective interaction of federal government bodies, The Bank of Russia, the state authorities of the constituent entities of the Russian Federation, other state bodies and organizations in implementing the state policy on the development of ecosystems of the digital economy and digital platforms, the development of mechanisms for regulating the ecosystems of the digital economy and digital platforms as new forms of organization of economic relations, characterized by a high speed of information exchange when performing legally significant actions, the development of economic entities belonging to various sectors of the economy, new technologies and the introduction by them of innovations of inter-sectoral importance, as well as a significant increase in the share of trade using the Internet, including aggregators of information about goods (services), ad placement services and other digital platforms.

The main tasks of the interdepartmental working group are:

  • Coordination of activities and improvement of interaction between federal state authorities, the Bank of Russia, state authorities of constituent entities of the Russian Federation, other state bodies and organizations on the development of ecosystems of the digital economy and digital platforms;
  • Development of approaches to the organization of ecosystems of the digital economy, ensuring the protection of the rights and legitimate interests of users of such ecosystems, as well as to the development of ecosystems of the digital economy and organizations operating in the field of the digital economy;
  • Preparation of proposals to improve the legal regulation of ecosystems of the digital economy and digital platforms, including in terms of access to their infrastructure, taking into account the assessment of their impact on the markets of goods (services);
  • Development of state policy measures aimed at ensuring the uninterrupted, trouble-free and safe functioning of ecosystems of the digital economy and digital platforms.[1]
