2024: Arrest for major waste of the organization's funds

On October 14, 2024, it became known about the arrest of the former general director of the federal autonomous institution "Scientific and Production Association of the Penal System" (FAA NPO UIS) Dmitry Sidorov. The ex-official is accused of large embezzlement of funds of an organization subordinate to the Federal Penitentiary Service (FSIN).

According to Kommersant, a criminal case against Sidorov was initiated on October 8, 2024 by the Department for the Investigation of Crimes Committed by Law Enforcement Officials of the Main Investigation Department of the Investigative Committee of Russia. The former head is charged with a crime under Part 4 of Article 160 of the Criminal Code of the Russian Federation (embezzlement on an especially large scale).

According to the investigation, the embezzlement in the amount of several tens of millions of rubles was carried out in the period 2023-2024. The FSIN was recognized as the injured party in the case, acting as the founder and owner of the property of the NGO UIS.

Investigators believe that Sidorov did not act alone, but in collusion with other persons, whose identities have not yet been identified. This circumstance has become one of the arguments in favor of the arrest of a suspect who faces up to ten years in prison.

Despite the fact that Dmitry Sidorov fully admitted his guilt and expressed his readiness to compensate for the damage, the court decided to arrest him for a period of one month and 28 days. The defense intends to appeal this decision.

FAA NGO UIS, which was headed by Sidorov until the summer of 2024, is a non-profit organization created by the Russian Ministry of Justice. The institution's responsibility includes the repair of telecommunication surveillance systems and various alarms in pre-trial detention centers and colonies, as well as the maintenance of electronic bracelets for monitoring controlled persons.

In addition, the organization is engaged in research in the field of creating conditions for attracting persons serving criminal sentences to paid work, provides prisoners with clothing and provides telecommunications equipment for interrogations and participation in court hearings.[1]
