Biography

2024: Sentence - 6 years in prison for issuing a certificate of the absence of diseases to the shooter of five people

In October 2024, it became known that the Sovetsky District Court of Nizhny Novgorod sentenced psychiatrist Vitaly Baluev to six months in a penal colony in a negligence case that resulted in the death of three people. In 2020, he issued a certificate for receiving weapons to Daniil Monakhov, who later staged a mass shooting in the village of Bolsheorlovskoye.

According to Kommersant, a doctor who worked at the Expert private medical center did not reveal an emotionally unstable personality disorder in an 18-year-old student during a medical examination. After obtaining a certificate, Monakhov acquired a Hatsan escort gun and 130 rounds of buckshot.

In October 2020, a student attacked in the village of Bolsheorlovskoye, Borsky district, shooting three people, including his grandmother Galina Monakhova, and wounding two more. After that, the attacker committed suicide.

Lawyer Artem Nikitin pointed out the absence of an event and corpus delicti, since Baluev was not an official and could not violate job descriptions. The defense also noted that the premises of the medical center did not have a license from a psychiatric hospital.

During the investigation, it turned out that Monakhov, who studied at the Nizhny Novgorod school No. 101, suffered from depression, took antidepressants and had a congenital heart defect. In 2019, he threatened to arrange an explosion in the school canteen, after which FSB officers held a preventive conversation with him.

The court found the doctor guilty, but released him from serving his sentence, counting the time spent in jail and under house arrest. The state prosecution demanded three years of probation for the defendant with a ban on medical activity.

The trial of Baluev began at the end of 2021. After several returns of the case to the prosecutor due to violations of the investigation, the materials were transferred to another judge. As a result of a long trial, the doctor was forced to leave psychiatric practice and go to work in the emergency room.

The defense of the convict has not yet decided to appeal the verdict. The case of the massacre against Daniil Monakhov was dropped in connection with his death.^[1]
