2024: Sentence - 3 years in prison in the case of the purchase of fake medhalats worth hundreds of millions of rubles
The Perm Regional Court upheld the verdict of Marina Barova, former director of the Financial and Economic Administration, sentenced to three years in prison and a fine of ₽400 thousand for abuse of office when purchasing personal protective equipment. The appeal decision was made on October 30, 2024.
According to RBC, violations were revealed in the execution of two state contracts of 2020 for the supply of personal protective equipment to combat the COVID-19 pandemic. The prosecutor's office demanded a sentence of 7.5 years in prison for the defendant.
The Leninsky District Court of Perm on July 15, 2024 found Barova guilty of abuse of office under Part 1 of Article 286 of the Criminal Code of Russia and abuse of office, which entailed grave consequences, under paragraph "c" of Part 3 of Article 286 of the Criminal Code of Russia.
The Arbitration Court of the Perm Territory on July 3, 2024 decided to recover in favor of GKU "Financial and Economic Administration" ₽200,3 million paid for fake means of protection, and ₽1,8 million fines from the supplier - LLC "MedLight" from Chelyabinsk.
During the investigation, it was established that ₽71,7 million will be collected from businessmen Chalkov, Mamazhonov and Manelov, who are involved in the supply of falsified products and convicted of various terms of imprisonment.
The appeal hearings took place over three sessions - October 18, 25 and 30, 2024. The judicial board made changes to the text of the conviction, but left the punishment unchanged. The convict and the defense insisted on complete acquittal.
On November 12, 2024, the Seventeenth Arbitration Court of Appeal appointed the continuation of the proceedings on the claim of the GKU "Financial and Economic Administration" against MedLight LLC, the results of which may affect Barova's criminal case.[1]
