2024: System Launch
At the end of November 2024, the Government of Belarus approved Resolution No. 885 on the procedure for the functioning of the Unified Information System for Monitoring the Implementation of the Instructions of the Head of State (EIS KVP). This became known on December 11, 2024.
According to the Grodno Plus television and radio broadcasting channel, the system provides electronic information interaction between state bodies and organizations as part of monitoring the execution of instructions and decisions of the president that do not contain state secrets.
EIS KVP is a subsystem of the national automated information system "Software package" Application of the Unified Information System for Monitoring the Implementation of Instructions of the Head of State. " The operator of the system is the republican unitary enterprise "National Center for Electronic Services."
The resolution approved the list of state bodies and organizations that will use the system. Officials - users of the system - bear disciplinary and other responsibility for the timeliness and completeness of entering information on the execution of orders.
Electronic copies of reports, reports and conclusions on the execution of the president's instructions should be uploaded to the system. Control over the completeness and reliability of these documents is also entrusted to officials of user organizations.
The introduction of a unified information system will automate the process of monitoring the implementation of presidential orders and ensure effective interaction between state bodies during their implementation.
The system is integrated into the existing information infrastructure of state bodies of Belarus and provides secure data exchange between all participants in the process of fulfilling the instructions of the head of state.
The work of the system is aimed at increasing the efficiency of public administration through the automation of control processes and monitoring the implementation of presidential orders.[1]
