Universities and scientific organizations in the Russian Federation provided engineering services for 28.7 billion rubles

On December 18, 2025, the Institute of Statistical Research and Knowledge Economics of the National Research University "Higher School of Economics" presented an analytical report on the engineering activities of Russian universities and scientific organizations. The empirical basis of the study was the results of a statistical survey of 2,204 organizations, including affiliates, from all federal districts.

The sample includes 1035 universities, 883 scientific organizations and 286 small innovative enterprises (MIP). Data for 2023 showed that the total volume of engineering services provided amounted to 28.7 billion rubles. More than half of this amount (52%) fell on universities, the contribution of scientific organizations is estimated at 45%, and small innovative enterprises - at 3%.

According to the report, the largest amount of services was provided in the field of power and rational environmental management, as well as electronic and radio-electronic equipment. Among organizations with a turnover of 10 million rubles. leading projects in the fields of construction and architecture, computer and information sciences, nanotechnology, IT and materials technologies.

There are differences in the structure of services of universities and scientific institutes. The authors of the report note that universities are more focused on domestic regional demand and have a wider thematic portfolio, often doing work in the field of electronics. Scientific organizations demonstrate a more pronounced specialization in power and rational use of natural resources.

The geographical distribution of activity is extremely uneven. Moscow and St. Petersburg significantly surpass other regions both in the number of operating organizations and in the volume of work. At the same time, according to the report, almost 75% of the services of Moscow universities and scientific centers are provided to customers inside the capital, which limits the transfer of the latest technologies to other constituent entities of the Russian Federation.[1]

The volume of the engineering services market in Russia increased by 14.1% in 2023 compared to the previous year, reaching ₽3,9 trillion. Taking into account inflation, real growth was 0.8%. TAdviser got acquainted with such data of the analytical company "GuideMarket" in December 2024

The study notes that over the past five years, the volume of the engineering services market in Russia has increased by 56%. In 2022, the figure was ₽3,4 trillion, but taking into account inflation, a decrease of 13.8% was recorded compared to 2021.

The main growth factors were the restructuring of supply chains, the use of local resources and the implementation of import substitution projects. The companies not only retained, but also expanded the range of services in the domestic market by adapting to new operating conditions.

Active financing of large infrastructure projects, including the construction of housing, medical and educational institutions, has become a powerful driver of market development. The number of projects to modernize existing production facilities and thermal power plants has increased, which turned out to be more economical compared to new construction.

EPC (M) contracts, involving the complete design, construction and operation of facilities, are growing in popularity in the market. The share of small and medium-sized businesses offering more flexible and innovative solutions is increasing, which helps diversify the market and increase its competitiveness.

Engineering companies are actively introducing digital technologies, including virtual modeling, BIM technologies, cloud services and artificial intelligence. Digitalization is becoming an integral part of modern engineering activities, increasing the efficiency and quality of the services provided.

There is a growing demand for projects that meet environmental standards, which is combined with government initiatives to modernize the country's worn-out infrastructure. In the coming years, investments in infrastructure projects are expected to increase, which will become the main driver of market development.[2]
