Problem of a system of the automated commercial accounting of consumption of energy resources (ASUPE) which operation began in Moscow since the beginning of 2011 is control of quantity and quality of deliverable services and providing information services to management companies. Meanwhile about 47 thousand metering devices of thermal energy and hot water are connected to automatic system of control and accounting of energy consumption.
A system was developed according to requirements of the federal law "About Energy Saving and Increase in Power Efficiency". Possibly, Moscow will become one of the first cities in Russia where the city automated system of accounting will work.
"Creation of ASKUPE was conducted according to order of the Government of Moscow and was carried out at the expense of own means of MUEC, - reported Rayf Bitkov's CNews, the head of the press center of MUEC, - All MUEC services 43.5 thousand buildings of the city of Moscow. Today it is more than a half of them - 23.4 thousand - are equipped with the all-house metering stations of consumption of heat and hot water connected to ASKUPE. And one building can have as one all-house metering station, with the metering devices of thermal energy and hot water which are its part, and a little, set on separate inputs to this building and connected to a system.
Data transmission from all-house metering stations of thermal energy and hot water is organized using wire technologies (Ethernet, HFC, the fiber-optic communication line) and wireless GPRS technology. Installation of such system in all Moscow will allow the power supplying enterprises not just to automate process of accounting of the consumed energy, but also to find reserves for more effective management and consequently qualitatively to raise the service level of citizens."
"The prize of residents from implementation of ASKUPE is obvious, - Rayfa Bitkova continues. - First, this improvement of quality of calculations for services. In the automatic mode it is possible to obtain the most reliable data about consumption of energy resources. Secondly, it will become much simpler to check correctness of calculations. Residents will be able to address to management company and to check indications of the counters. Thirdly, service quality will improve, it will be under constant control of suppliers. Fourthly, terms of detection and fault recovery of the equipment and communications will considerably be reduced, suppliers will manage to prevent more emergencies and in time to obtain information on need of carrying out hardware upgrade.
Automation of accounting will allow not only to control, but also to optimize an expense of resources. The consumer in real time will be able to see the actual consumption, to analyze it and, if necessary, to hold energy saving events which, undoubtedly, will cut down expenses on payment of services of heat supply. Also a system allows to plan optimum energy consumption, avoiding many inefficient processes. For example, removals of indications about consumption of energy resources from counters".
