The Federal Standard Medical Information System (FSMIS) is developed by Corus Consulting in 2008 within the government contract according to the FTP "Electronic Russia (2002-2010)", the customer – the Federal agency on information technologies, the Ministry of Health and Social Development of the Russian Federation.
FTMIS is the free software – its use does not require runtime royalty fees. A system keeps the electronic schedule of work of doctors, making an appointment, optimizes work of reception, carries out the personified calls accounting of patients and accounting of the provided medical care, keeps electronic medical records out-patient and the inpatient, collecting and data analysis of activity of health facilities implements, provides information on the rendered services for implementation of financial and economic accounting and planning.
Standard MIS is:
- quality improvement of medical and diagnostic process;
- control of justification of expenses on delivery of health care;
- decrease in load of medical personnel;
- online access to medical information and statistical data of health facilities for acceptance of management decisions.
A system automates the following processes:
- maintaining electronic schedule of work of doctors, making an appointment, work of reception;
- accounting of the serviced population;
- the personified calls accounting of patients;
- the personified accounting of the provided medical care;
- maintaining electronic medical record out-patient and inpatient;
- obtaining free analytical data of activity of health facilities;
- providing information on the rendered services for implementation of financial and economic accounting and planning.
Technical characteristics on Standard MIS:
- is the free software product, does not require runtime royalty fees for each workplace;
- it is developed using cross-platform technology;
- it is integrated with external regional information systems:
- normative reference information;
- accounting of the personified these patients and settlement for rendered medical service;
- the register of staff of health facilities with unloading of data on health workers according to the international standards ISO (HL7).
- Uses federal reference books: KLADR, RCATU, RCEAP, OKSO, OKIN, the RCCP, MKB-10, the nomenclature of diagnostic testings of MZSR Russian Federation, the reference book of medicines on the basis of the nomenclature of radar station.
At the end of 2010 Corus Consulting developed a FTMIS interface prototype for iPad. Commercial operation of the application which will begin in 2011 in one of federal scientific clinical centers, - the Russia's first experience of use of tablet computers in medicine.
