2025: Perm Territory Development Fund bought 25% of Perm Tower Company

On January 16, 2025, it became known that Perm Territory Development Fund JSC (FRPK) acquired a 25% stake in Perm Tower Company LLC. The remaining 75% of the securities belong to the Moscow LLC "Domestic Tower Company" (OBK), specializing in wireless communication technologies.

According to Kommersant, the new joint venture was created to develop the telecommunications infrastructure of the region and provide the population with mobile communications. The FRPK stressed that the company's business model provides for the construction and management of tower infrastructure.

LLC "OBK" was registered in Moscow in 2023 with an authorized capital of ₽10 thousand. The company is engaged in the installation of steel structures, real estate operations and the management of financial and industrial groups. A controlling stake of 60% belongs to entrepreneur Valery Bolotin, 40% - Madina Bedzhieva.

The FRPK was created by the regional ministry of property in 2021 with 100% regional participation. The authorized capital was formed at the expense of budgetary funds in the amount of ₽465,7 million with a subsequent increase of ₽2 billion. In November 2023, the head of the fund was appointed former top manager of the Dzerzhinsky defense plant Yuri Alikin.

Igor Rastorguev, a leading analyst at AMarkets, noted that in 2023, more than 53% of the revenues of the telecommunications industry came from mobile communications. In the Perm Territory for 2021-2023, about 300 base stations were installed.

Ildar Fakhrutdinov, director of the Perm branch of Rostelecom, pointed to the constant need to build new base stations, since "high-quality communication ensures the coordination of administrative and social activities, the creation of new social opportunities and the development of entrepreneurship."

Megafon reported an annual increase in the volume of data transmission in the region by 15-20%. At the same time, the main problem in the construction of new facilities remains the high cost of connecting equipment to power grids, which may exceed the costs of erecting the towers themselves.[1]
